Department Overview

This position is part of the Enterprise Project Management Office and is responsible for establishing standardized templates, processes, and methodologies to facilitate the delivery of a complex strategic program of work across all OHSU missions. The position will also assist with the delivery of large-scale, complex, highly-visible strategic initiatives at the direction of the Director, Strategic Initiatives.
 
Facilitating project communication across the OHSU enterprise is a critical task. The Project Manager has complete responsibility to implement complex projects within OHSU. Performing Cost Benefit Analysis (CBA) and creation/evaluation of Requests for Proposal (RFP), Requests for Information (RFI) and other project life cycle tasks are expected of this position. This position may also be responsible for assigning tasks to other project team members and monitoring their progress throughout the project life cycle. This position might also be involved with managing vendor contracts.
 
Industry standard Project Management methodologies such as PMI, and standard OHSU structured project management processes are used to implement and support all work activities ranging from formal projects to daily work.  This position is expected to perform the duties below with minimal guidance and supervision. This position requires independent judgment and expertise, especially in the areas related to consultation, training and development tasks.
 
The Incumbent will observe due care, objectivity and respect for confidentiality. All employees must keep confidential what they hear and what they see when handling, reviewing, or observing:  communications and records thereof (calls, email, pages, fax, etc.), data transmission, databases, or other forms of information  Confidentiality extends to the identities of the parties of the communications, and even to the fact that the communication took place.  When sharing information, consider whether the recipient has a true “business need to know.” 

Function/Duties of Position

Project and Portfolio Management Standard, Processes, Templates, and Tools:
Works with the OHSU project management community to define standards, processes, templates, and tools to facilitate and coordinate delivery of a complex program of work that includes many separate, but interconnected projects.
  • Define and implement project management standards, processes, and templates to facilitate the coordinated delivery of multiple projects under a complex program of work, including consolidated dashboards for senior leaders to highlight project and program level status, risks, and issues
  • Define and implement standards and processes related to the use of MedePM as an enterprise performance management tool
  • Define and implement standards, templates, and processes related to the use of Smartsheet as a project and portfolio management tool
  • Work with project managers to complete periodic project health checks
  • Provide mentoring and guidance for less experienced project managers
  • Deliver training related to the tools, templates, processes, and standards defined by the Enterprise Project Management Office
 
Project Management:
Works with both internal and external resources to collaboratively plan, organize, and coordinate large scale, complex projects as assigned.
  • Develops project scope documents, feasibility studies, cost benefit analyses, resource requirements, project cost estimates, and critical success factors.
  • Coordinates the identification of project team members - assigns project tasks to internal and external team members and assures completion on schedule
  • Schedules, prepares relevant meeting materials, and conducts project team progress meetings to review project progress
  • Manages project scope and budget
  • Develops complete project plan with dependencies and critical path tasks identified
  • Develops and communicates design alternatives, recommends solutions, and communicates constraints to project team and end users.
  • Leads development of project risk assessment and risk mitigation plans and project change control plans and procedures.
  • Performs post-implementation reviews to measure critical success factors.
  • Acts as the advocate for both EPMO and the user community to present and/or assess project-related solutions and tools for implementation of new solutions
  • Uses all relevant processes including project management systems, trouble ticket systems, service outage calendars, email, phone trees, paging systems and other communications tools as relevant
  • Works with customers and other units to clearly communicate operational status, task status, goals, timelines, and project deliverables
  • Identifies project completion milestones and task milestones and reports to management when they are not met or at risk.
  • Leverages a team environment to work with and provide feedback and accurate technical information to engineers and administrators in other groups working to identify and resolve issues
  • Defines and writes clear and succinct documentation related to projects, as necessary
  • Uses professional written and speaking skills to successfully build positive relationships among customers, co-workers and vendors
Strategic Planning:  Participates in the development of short and long-range strategic information systems plans to support OHSU’s strategic plan.  Assists with annual budgeting process as needed.
 

This position is currently 100% telework/remote and may include remote work long-term. Candidate must be able to work from home full-time initially. 

Required Qualifications

Education:
Bachelor’s degree
Experience: 
  • Five years experience in a complex education, research, or healthcare environment
  • Five years or more paid work experience as a Project Leader managing and implementing complex, large scale projects.
  • Successful candidates must show that they have significant organizational skills and can lead projects from conception, schedule, design, testing, through implementation.
Job Related Knowledge, Skills and Abilities (Competencies):
  • Proven ability to manage large-scale, complex, highly-visible strategic initiatives
  • Proven ability to manage projects involving the development and implementation of complex business solutions
  • Experience with multiple project management methodologies (Waterfall, Agile, Scrum, Hybrid, etc.) project management methodologies
  • Knowledge of the academic medical center environment.
  • Effective leadership of highly-skilled technical personnel in overseeing the development and implementation of applications.
  • Ability to operate in a highly stressful environment, demonstrating good judgment and creative/original thinking to address the demands of the business.
  • Skilled in vendor contract negotiation.
  • Ability to influence, motivate and provide clear direction.
  • Skilled in overseeing multiple projects with budget responsibilities.
  • Demonstrated skill in managing operational and capital budgets.
  • Significant organizational and leadership skills, specifically within a large organization.
  • Must have excellent communication, analytical and organizational skills:  both verbal and written.
  • Ability to use tact and diplomacy to maintain effective working relationships while speaking with influence.
  • Ability to work independently, and as part of a team, while being collaborative in resolving problems.
  • Must have demonstrated excellent customer service skills both on the phone and in person.
  • Must have a thorough understanding of industry standard principles of project management such as those defined in the Project Management Body of Knowledge (published by Project Management Institute).
  • Expert level knowledge in the MS Office Suite
  • Demonstrate Core Competencies as established for your position (Leading Self, Leading Others, Leading Leaders, Leading Function)
