The purpose of this position is to support the mission goals and objectives of Oregon Health & Science University (OHSU). The Office of Civil Rights Investigations and Compliance (OCIC) Director and Title IX Coordinator will develop, manage and lead the department activities, including policy, processes, and programs that protect and address civil rights complaints under applicable laws and regulations (including, but not limited to: Title VII, Title IX, VAWA, ADA, ADEA and state and local civil rights laws) and OHSU policies. The OCIC Director and Title IX Coordinator is expected to demonstrate leadership in the organization through effective management of staff and consultants, collaborative teamwork and creative problem solving.  

The OCIC Director and Title IX Coordinator is responsible for developing and leading proactive civil rights training and participating in community outreach to diverse populations and university-wide diversity initiatives. The OCIC Director and Title IX Coordinator collaborates with and provides advice to University leadership, managers, Human Resources and others regarding civil rights and compliance matters. 

The position requires strong interpersonal skills and the ability to collaborate with a diverse group of stakeholders across the organization. The OCIC Director and Title IX Coordinator provides neutral support to all complainants and respondents as well as all members of the OHSU community, including employees, students, faculty and volunteers. The OCIC Director and Title IX Coordinator is expected to act with sound judgment and a high degree of integrity.

• Manage the administration of OHSU’s equal opportunity programs and civil rights complaint and investigation procedures.
• Serve as Title IX Coordinator for OHSU
• Directs a team of professionals to support the development and execution of OHSU’s equal opportunity policy and compliance activities.
• Manage the development and administration of OHSU’s affirmative action and equal opportunity program, plans, policies and activities.
• Direct the development and implementation of in-house training and educational activities to further knowledge and compliance with emerging affirmative action and equal opportunity laws, and state and federal civil rights laws such as the Americans with Disabilities Act, Section 504 of the Rehabilitation Act, Title VII and IX of the Civil Rights Act, the Uniformed Services Employment and Reemployment Rights Act, Family Medical Leave laws, and other emerging federal, state and local laws impacting civil rights.
• Coordinate formal responses to charges of discrimination from and audits by outside agencies, including the Oregon Bureau of Labor and Industries, the Equal Employment Opportunity Commission, and the U.S Department of Education, Office of Federal Contracts and Compliance, and Office of Civil Rights.
• Support OHSU’s Diversity, Equity and Inclusion retention and recruitment efforts.

Education:

• Juris Doctor (J.D.) or advanced degree in subject relevant to position.

Experience:

• Four years demonstrated expertise and training in affirmative action, discrimination law, mediating conflict, and/or civil rights investigations.
• Three years’ leadership experience managing and supervising a team of civil rights investigators and providing team development through training and oversight.

• Fluent with technology, including but not limited to the use of computers and the Microsoft Office Suite.

Occupant may triage and assign approximately 10-20 intakes per week and process and manage approximately 800 grievances/complaints and requests for reasonable accommodation per year.  Travel to and participate/attend community outreach events.

 

Occupant may represent the University on a frequent basis.
