Department Overview

This position is responsible for providing project management of projects and the Project Management Office at the Office of Digital Health. The mission of the Office of Digital Health (ODH) is to remove time and distance barriers between clinicians, patients, and others through use of technology.  The ODH develops, implements and maintains technology systems used in the service of patients and providers through the OHSU Health system and to other hospitals located in Oregon and southwest Washington. 

 

The Project Manager (PM) reports to and works under the direction of the ODH Sr. Project Manager and provides support to executive-level and operations-level leaders in executing priority initiatives for OHSU Healthcare. This role assists in planning, directing, coordinating and delivering project activities through the entire project life cycle (from project initiation to completion) that are major/complex/business critical. The position will manage highly matrixed multi-disciplinary teams that span multiple departments or organizations. The position may lead multiple projects of varying sizes that have department level strategic importance and communicates project information to project stakeholders, management, and executive leadership. Project teams will include stakeholders both internal and external to the enterprise. The position must effectively understand team dynamics and tailor their project and change management approaches to foster team cohesion and ensure shared-accountability. This position requires ability to manage multiple competing objectives, to prioritize, escalate issues, and to communicate complex information in clear and unambiguous terms to Clinical Enterprise leaders and project teams.

 

The PM will support managers in strategic planning processes and will develop and may present project materials to institutional committees and oversight bodies to receive approval and project direction and input.  This position is also responsible for complying with OHSU policy and procedures, managing resources, promoting teamwork and maximizing internal and external customer satisfaction.

 

The PM must reside in Oregon or Washington.

Function/Duties of Position

Project Management:

As required by individual projects or initiatives, the project manager is responsible for conducting projects, guiding and advising project team members and for completing project life cycle from project initiation to completion, but not limited to:

  • Identifies and engages key stakeholders/champions, build relationships that foster collaboration, communication about project goals
  •  Develop project scope documents, feasibility studies, resource requirements, project cost estimate and critical success factors
  • Coordinates the identification of project team members-assigns project tasks to internal and external team members and assures completion of schedule
  • Schedules, prepares relevant meeting materials and conducts project team progress meetings to review project progress
  • Manages project scope and resources
  • Develops complete project plan with dependencies and critical path tasks identified
  • Develops and recommends solutions and communicates constraints to project team and stakeholders.
  • Leads development of project risk assessment and risk mitigation plan and project change control plans and procedures
  • Identifies project completion milestones and task milestones and report to stakeholders and management with proposed countermeasures.

Project Management Office:

  • Define and implement project management standards, processes, templates and tools to facilitate and coordinate delivery of multiples projects, including consolidating dashboards for senior leaders to highlight project and program status, risks and concerns
  • Works with other ODH managers to update project status and reports
  • Assists Sr. Project manager with coordinating and facilitating meetings, capturing meeting minutes and following up with action items
  • Provide guidance and assistance for less experienced project managers
  • Establishes and maintains ODH SharePoint sites, provide training to team members as needed.

Communications and Stakeholder Change Management:

  • Promotes and facilitates teamwork and maintains high level of satisfaction within project team members throughout project lifecycle (Initiating, planning, execution, monitoring/control, and closing).Utilizes change management and facilitation strategies to ensure team buy-in, championship, and shared-accountabilities. Clearly communicates project information (project goals, status, timeline and deliverables) to project stakeholders, management, and executive leadership.
  • Communicates risks and concerns to stakeholders, management and executive leadership with proposed countermeasures.

Project Analytics and Evaluation:

  • Develops project evaluation plan and processes to ensure implementation meets project goals and objectives. Utilizes data to inform critical project decision points.
  • Conducts and/or supports complex qualitative and quantitative analysis of project data, summarizes findings, draws appropriate conclusions, and effectively communicates results to team.
  • Creates and maintains project metrics and dashboard in Smartsheet and Tableau.

Strategic Planning:

  • Participates in the development of short- and long-term initiatives to support OHSU’s strategic plan.

Required Qualifications

  • Bachelor’s Degree
  • 3 years of experience in project management
  • Relevant work experience in Healthcare Administration, Public Health Administration, Business Administration or other related field
  • Proven ability to manage medium to large scale, complex projects or strategic initiatives.
  • Experience learning complex, matrixed procedures and systems and articulating relevant information to necessary parties in a comprehensive manner
  • Successful candidates must show that they have significant organizational skills and can lead projects from initiation to completion
  • Proficiency in Microsoft Office Suite
  • Proven ability to manage medium to large scale, complex projects or strategic initiatives
  • Experience with multiple project management methodologies (Waterfall, Agile, Scrum, Hybrid, etc.)
  • Ability to operate in a highly complex, matrixed environment, demonstrating good judgement and critical thinking to address the demands of the business
  • Ability to work independently, and as part of a team, while being
  • Must be able to perform the essential functions of the position with or without accommodation

Preferred Qualifications

  • Master’s Degree in  Business/Project Management/Healthcare Administration or related area of study
  • Applicable experience in a healthcare or higher education setting
  • Experience as the lead for a project or improvement initiative
  • Experience managing large, complex, politically sensitive projects
  • Experience or formal training in conflict resolution, mediation, or negotiation
  • Experience working in projects involving telemedicine, telehealth, virtual care, etc.
  • CAPM, PMP, or PgMP, Green or Black Belt in Six Sigma
  • Bronze or higher-level Lean certification

Additional Details

Working Conditions:

Work hours are as required to complete assignments, core hours are 8 am to 5 pm, Monday through Friday.  Will be required to attend occasional meetings and events outside core hours.  Will be required to travel to attend occasional meetings.

 

Physical Demands & Equipment Usage:

Requires ability to relocate frequently throughout day from meeting to meeting throughout the OHSU Campus.  Able to perform essential functions of the job with or without accommodation.
