Department Overview

The Export Compliance Specialist (ECS) is an advanced professional resource providing specialized and detailed guidance, review and final determination/resolution of assigned activities and projects to ensure conformity with federal and state regulations and OHSU policies. The ECS assists the Export Compliance Officer (ECO) in developing, promoting and tracking procedures to ensure compliance with US export control regulations as well as related programs for international shipping, travel and collaboration. The role will engage broadly across the entire University including with faculty, students, departmental research offices, administrators, and other stakeholders.

 

This position requires the ability to work remotely; travel to the Portland metro area may also be required, including exposure to laboratory environments.

Function/Duties of Position

  • With the ECO, serve as a point of contact for researchers, staff, and internal and external stakeholders to perform independent, accurate and timely management of submissions/transactions/inquiries. Provide subject matter expertise on existing and potential export control and compliance issues.
  • Assist in reviewing activities as needed and providing related determinations. This includes export control screening and evaluating applicability of US export control regulations to underlying activities and items.
  • Conduct formal risk assessment activities and provide input on corrective actions, with support from the ECO.
  • Conduct campus outreach and training to all levels of management and staff related to export and import control. Work with the ECO to identify, develop and implement policies, procedures, and guidance.
  • Maintain documentation to ensure accurate and updated information and compliance with record keeping requirements.
  • Stay current relative to federal rule changes that impact the ITAR, EAR, and OFAC regulations. Maintain knowledge of U.S. regulatory requirements as applicable to University activities.
  • Assist in reviewing contract terms and provide guidance to faculty and other researchers, grant and contract officers, technology transfer officers, purchasing representatives, business service center staff, Environmental Health and Safety Officials, and others as necessary to ensure export and import control compliance.
  • Serve as primary back-up to ECO on all export and import control activities.

Required Qualifications

Education:

  • Bachelor’s degree

Experience:

  • Four years of related experience.

    • Note: for internal applicants only: 8 years of relevant experience and previously demonstrated ability to consistently meet the performance standards described above will be considered in lieu of the Bachelor’s degree requirement.

Job Related Knowledge, Skills and Abilities (Competencies):

  • Working knowledge of the EAR, OFAC and ITAR plus the ability to quickly learn other regulations as needed (e.g.: CITES, NRC, DEA, FDA); excellent presentation skills; high level of initiative with the ability to perform work with limited supervision; strong project management skills; excellent oral and written communication; intermediate computer skills

Preferred Qualifications

Experience:

  • Prefer experience in a university research setting

Job Related Knowledge, Skills and Abilities (Competencies):

  • Working knowledge of CITES regulations. Experience with regulated biological imports and exports.
