Department Overview

The Center for Evidence-based Policy (Center) is a national leader in evidence-based decision-making and policy design. The Center works with state policymakers in more than 25 states to use high-quality evidence to guide decisions, maximize resources, and improve health outcomes. The Center is objective and non-partisan, working in states across the country to support evidence-based decision-making. The Center does not lobby, and does not accept funding from industry, advocates, or trade associations. Though embedded within OHSU, the Center is entirely self-supporting.

 

The Center staff members work closely with state and federal policymakers to research existing policies, programs, and develop policy options. The Center actively seeks staff partners who share its commitment to evidence, integrity, innovation, tangible results, and products that are independent, high-quality, evidence-based, and effective in meeting the needs of decision makers. Function/Duties of Position

The Research Administrator is responsible for coordinating the Center’s research portfolio, including planning and orchestrating the work of all researchers and research teams who conduct reviews of the scientific literature, government policies, and data analyses on a broad range of healthcare topics. They are also responsible for managing the schedules of the editorial and graphic design team at the Center. Further, the Research Administrator will help to develop and implement processes for the Center’s research, including, but not limited to: planning, staffing, timeline development and adherence, researcher schedules, resource balancing and sequencing, and efficient workflow across all research programs, staff, and products at the Center.

 

The Research Administrator is responsible for fostering a culture of trust and teamwork among the research staff, ensuring proactive and positive communication, and through example upholding the mission, vision, and values of the Center.

 

The Research Administrator must have skills and management experience in a research environment and an appreciation of decision-makers needs for evidence across a broad array of health issues and policy environments. They must be punctual, responsive, detail oriented, patient, forward thinking, and have an ability to coordinate multiple concurrent research projects. They must have a strong commitment to timeliness and quality of deliverables for internal and external clients. They must have excellent written and oral communication skills and be able to effectively communicate with a diverse array of employees and external stakeholders at all levels. They must also be able to effectively engage in conversations and meetings with a focus on continuous improvement, and efficient and effective production of research and research products.   

Required Qualifications

  • Bachelor’s degree
  • At least 5 years combined of management and research experience
  • Experience in project-management principles and tools. Ability to successfully identify, evaluate, and implement effective management systems.
  • Experience managing complex research projects with multiple and diverse stakeholders and partners
  • Experience anticipating and addressing problems including ability to see potential issues with timelines and capacity before they occur.
  • Excellent interpersonal and written communication skills.
  • Capable of conveying new and revised standardized procedures and best practices in clear, easy-to-follow language.
  • Experience maintaining and improving processes.
  • Experience with and ability to customize project management software (e.g., Asana) to meet the needs of Center projects and researchers.
  • Strong command of standard productivity software (e.g., MS Word, MS Excel, MS PPT, EndNote).
  • Experience completing and submitting materials to IRBs and executing DUAs and BAAs.

Preferred Qualifications

  • Master’s Degree
  • 7 years combined of management and research experience
  • Elements listed in required column.
  • Knowledge of evidence synthesis processes and data analysis.
  • Knowledge of state-level policy development or policy administration.
  • Direct experience in state-level policy development or policy administration.
  • Familiarity with state-level Medicaid administration.
  • Familiarity with best practices for information management and knowledge sharing.
