Department Overview

The Export Compliance Officer at OHSU serves as the point person on all export controls compliance related program enhancement, implementation and management/maintenance. The key responsibility of the Export Compliance Officer will be to work across OHSU with various stakeholders to build upon the Export Compliance and Management Program and implement new initiatives to increase awareness and ensure ongoing institutional compliance. This position reports directly to the Associate Vice President of Research Integrity with a dotted line to the Executive Vice Provost.

Function/Duties of Position

  • Enhancement and ongoing evaluation of OHSU’s Export Compliance and Management Program to ensure compliance with applicable laws, rules, and regulations. This includes serving as a resource to offices (such as HR, Office of International Affairs, Purchasing and Contracts, Research Development and Administration) tasked with determining whether a person, entity, or item is subject to export controls. Serve as a consultant and content matter expert to OHSU Logistics to provide evaluation of international shipments for export compliance requirements including Schedule B and ECCN classification, EEI filing, and license determinations

  • Advise staff and management when travel restrictions relating to the export control regulations such as traveling with devices (laptops, cell phones, etc) apply. Conduct reviews of all international travel to ensure compliance with regulations, including screening in Visual Compliance
  • Implement and administer export controls systems and maintenance of the OHSU export controls web page.
  • Oversee all employee, student, volunteer, PO Externals, and vendor export compliance screening
  • Oversee education including development, preparation and publication of training materials, presentations, compliance policies and operating procedures.

Required Qualifications

  • Bachelor’s degree
  • 5+ years of export compliance related experience
  • Working knowledge of the EAR, OFAC and ITAR plus other regulations as needed (e.g.: CITES, NRC, DEA, FDA); excellent presentation skills; high level of initiative with the ability to perform work with limited supervision; strong project management skills; excellent oral and written communication; advanced proficiency with electronic systems and software.

Preferred Qualifications

  • Prefer experience in a university research setting

Additional Details

This position requires the ability to work remotely; travel to the Portland metro area may also be required, including exposure to laboratory environments;


Pay Range: $99,340.80 - $168,854.40 annually
