This position exists within the OHSU Finance and provides management and overall oversight of Finance and Accounting aspects within the following departments: Knight Cardiovascular Institute, Medicine, Family Medicine, Moore Institute and Psychiatry. This includes but is not limited to: general ledger accounting, monthly/annual close processes, routine monthly variance analysis and forecasting, complex analysis of accounting/funding situations, annual budgeting process, development and implementation of finance and accounting controls/processes/procedures.

 

The position provides expertise in Oracle, OGA, Axiom, Cognos, Rubix, CANDID, and other OHSU

information systems. The position works closely with the Department Chairs, Department Administrators,

Clinical Operations Directors, Sub-specialty Directors and coordinators in providing financial analysis and

support.

 

As our organization undergoes reorganization, the scope of this role may shift. The incumbent should be

prepared to adapt to evolving responsibilities and contribute to new initiatives as they arise. Flexibility and a proactive approach will be key to success in this position.

Function/Duties of Position

Department Level Budgets:

  • Directs annual budget process for Knight Cardiovascular Institute, Medicine, Family Medicine, Moore Institute and Psychiatry, including both Operating and Capital Budgets.
  • Prepares budget templates, helps oversee annual budget process, and monitors fiscal performance. 
  • Provides monthly financial reports for performance against budget, variance analysis, clinical revenues/productivity, etc.
  • Creates/revises tools to optimally monitor financial performance and provide routine reports. Communicates with the Department Administrator, Sub-Specialty Directors and others about financial performance.
  • Monitors and tracks funds flow arrangements relating to the clinical enterprise, SoM and academic departments.
  • Assists in developing department and programmatic Business Plans for new faculty, clinical services, etc.

Financial Reporting/Financial Analysis:

  • Prepares and analyzes financial reports, forecasts, and projections to provide insights into financial performance.
  • Enables consolidated financial reporting for all university, research, foundation and clinical practice funds, working closely with sub-specialty administrative managers. 
  • Provides initial review of general ledger transactions; assess discrepancies and oversees correction submissions through Oracle GL and other university systems as necessary; compiles financial information for sub-specialty programs, unit director and chairman; prepares monthly revenues, expense, production and performance
  • matrix reports for clinical practice subspecialty performance.
  • Oversees the OHSU and OHSU Foundation reporting process monthly to the Department Chair and the administrative teams for review and response for variance analysis, planning and development.
  • Ensures financial activities comply with institutional policies, regulatory requirements, and funding agency guidelines.
  • Conducts in-depth financial analysis to support decision-making and optimize financial performance.
  • Identifies opportunities for improvement and efficiency gains within departmental financial operations.
  • Provides department leaders with financial guidance and analysis to support operational decision-making, cost control, and resource allocation.
  • Workforce Planning Management: Provides leaders with data and information to align resources to budget; biweekly productivity and monthly financial reporting

Staff/System Development

  • Leads and mentors finance staff, provides guidance and support on financial processes and procedures.
  • Coordinates departmental guidelines, policies and procedures for sub-specialties in conjunction with department policies; trains sub-specialty staff on accounting procedures and reporting functions.
  • Supervises the Departments Accounting, Grants Management, Budgeting, Purchasing, Facilities Management, and Telecommunications activities.
  • Performs lead role in setting goals, priorities, and standards for the Department Central Administration.
  • Provides oversight to faculty and staff on Department, Foundation and University policies, procedures, and reporting mechanisms.
  • Duties also include interviewing and hiring in conjunction with Department Administrators and Finance Director.
  • Assesses employee job performance and completes job performance appraisals, staff development and training; orients new financial employees; communicates policies and procedures. Consults with the HR Business Partner in any disciplinary process and/or counseling. Recommends salary adjustments and/or merit increases.

Required Qualifications

Education:

  • Bachelor's degree AND 7 years of applicable experience

Experience:

  • Leadership experience in financial management
  • Experience in either an academic environment or a large, complex, diverse organization with emphasis on financial management, business development, and strategic planning
  • Development of large and complex annual budget plans.
  • Management and oversight of routine accounting and finance transactions.
  • Developing standardized financial reporting packages for leadership.
  • Development and implementation of Finance and Accounting controls, processes and procedures. 
  • Management and development of professional staff

  • Strong basis in generally accepted accounting principles for separation of duties, audit standards

Preferred Qualifications

  • Degree in Business Administration, Healthcare Administration, Accounting, or other related field
  • Experience with reports and queries within Rubix and Cognos systems Knowledge of federal requirements of NIH grants and other grants, contracts and funding agencies Experience with faculty compensation models/plans
