Contracting Services Group (CSG) is under the Supply Chain & Logistics Department of OHSU and is the central processing point for most contracts outside of Managed Care and Research. This office is responsible for the review, final execution, management and administration of all Procurement Contracts, Affiliation Agreements, Computer/Software Contracts, Sale of Service, and Capital Construction contracts.

 

This Senior Contracts Specialist will partner with CSG Staff and its assigned areas of responsibilities to fulfill those department's need for entering into agreements in the best interest of OHSU and will be qualified to assist assigned area in all of its contracting needs including, but not limited to, performing strategic negotiations, conducting competitive bidding and vendor management. This person will be exposed to situations where they will need to be comfortable in a variety of environments and must have the ability to manage high-stress situations. The individual in this position will need to be comfortable learning and dealing with complex scenarios and be able to navigate with little information. This person will need to be comfortable working with various companies and other vendors offering goods or services to OHSU.

 

The Senior Contracts Specialist will administer contracts from inception through termination, which includes, but is not limited to, providing professional consultation, advice, direction to all levels of OHSU staff, contractors and third-party entities or subcontractors regarding contracting issues and methods which will best meet OHSU business objectives. One of the main objectives of this position is to learn and develop the necessary skill set to support the contracting processes. The Senior Contracts Specialist will be a strategic partner that administers procurements/contracts. This includes, but is not limited to, providing professional consultation, advice, and direction to OHSU and contractor staff, and administrators regarding contracting issues and methods which will best meet legal, risk management and financial requirements for both OHSU and contractor business objectives.

 

The Senior Contracts Specialist will manage competitive procurement process including, but not limited to RFPs. Because of the sensitive nature of certain contracts, this position requires that the information processed and communicated through this office be maintained confidential and shared only with appropriate and applicable parties.

Function/Duties of Position

Contracting:

  • Meeting compliance with OHSU Policy and Procedures, Legal requirements, Risk Management standards, Federal and State requirements relating to construction practices and HIPAA. In addition to understanding the procurement process, this person acts as an advisor to OHSU end-users by explaining OHSU procurement and contracting policies and processes.
  • Negotiates and develops contracts using knowledge of applicable OHSU policy and procedure, Federal, State, County, District, City and public laws, codes, statutes, guidelines and requirements that are mandatory in order to translate program requirements into contract terms after consultation with the various contracting parties.
  • Safeguards the integrity of contract administration by exercising legal and risk management practices, adding value within contract language, and protecting OHSU from financial losses due to adverse legal action or risk irregularities.
  • Identifies, negotiates and resolves problems assuring appropriate and timely correction of contract administration and compliance issues. Provides support to assigned departments when contract non-compliance has been identified.
  • Manages and utilizes the Contract Management System. This includes, but is not limited to, creating new records, management and updating of current records, monitoring end dates, scanning of documents, and working with end users to maintain up to date records.

Partnership:

  • Develop the tool set that assists with establishing relationships with internal and external business partners. Internally, the SCS will partner with CSG Staff and assigned areas of responsibilities by becoming a integral part of those teams. Such activities would include, but are not limited to, appropriate procurement method, developing class specifications/scope of work, and financing options. Externally, the SCS will learn how to create better supplier and vendor relationships that exceed industry standards. 

Cost Savings:

  • Be a strategic partner to determine how to bring the best value to both the Departments and OHSU. Learn how to identify, proactively opportunities for creating effective management of programs, activities, procurements that will ultimately affect the bottom line and efficiency of OHSU.

Process Improvement: 

  • CSG empowers employees to identify opportunities for process improvement. This includes identifying, evaluating and developing comprehensive plans of action and implementation for more efficient and cost-effective processes. This also includes proactively managing contracts and working with individual departments in order to identify cost saving/avoidance opportunities.

Required Qualifications

Education:

  • A Bachelor's degree in Business Administration or a related field, paralegal degree, or Juris Doctorate required. Degree must be obtained through an accredited institution.
  • Four years of Contracting and/or Legal-related experience may be substituted for the degree requirement. Education is verified.

Experience:

  • Four years of contract coordination experience negotiating and administering public or private service contracts with training, knowledge and experience in legal assistance, risk management and financial concepts.
  • Skilled in soliciting bids for procurement of goods and services, negotiating pricing, terms and conditions and administering complex contracts including administering business reviews.

Job Related Knowledge, Skills and Abilities (Competencies):

  • Strong interpersonal, communication and customer service skills are required. This individual must have the ability to multitask and be able to manage stress from multiple sources. Must be comfortable explaining legal terminology and policy to diverse stakeholders.
  • Proficient in Word and Excel, experience with Smartsheet.
  • Presenting to large groups.
  • Comfortable in a variety of environments with the ability to manage high- stress situations.
  • Ability to learn and deal with complex scenarios and navigate with little information.

Preferred Qualifications

Education:

  • MBA and/or advanced degree in a related field. Degree must be obtained through an accredited institution.  Education is verified.
  • Certification or professional designation related to contracting, purchasing, or law.

Experience:

  • Prior healthcare contracting/sourcing experience.

Job Related Knowledge, Skills and Abilities (Competencies):

  • Comfortable leading large groups of diverse stakeholders. Experience with competitive bidding processes, including ITBs and RFPs.

US-Teleworking: This position is a fully remote, unclassified position.

Hours are typically Monday - Friday, 8:00 a.m. to 5:00 p.m. (PST).
