The Unit Sponsored Projects Analyst 2 has sponsored project and fiscal management responsibilities for supporting SPH principal investigators (PIs) in the OHSU-PSU School of Public Health (SPH).  This position provides oversight and management of sponsored projects in accordance with OHSU policies and procedures, federal regulations, and sponsor specific requirements. This position is responsible for the reconciliation of sponsored projects and foundation accounts from public, private, and foreign agencies. This can include but is not limited to: routine financial reporting, expense reconciliation, labor distribution, adjustments and effort certification, billing and revenue tracking, expense review and approval.

 

This is the second level of a two level series. It is distinguished from the lower level by the assignment of higher level responsibilities requiring independent judgment and analysis and project management.  Position responsible for both non-federal awards federal awards of greater complexity and risk than lower level.

Function/Duties of Position

  • Compliance:
    • Prepare, review, complete, and follow up on a wide variety of activities related to complex grant and contract accounts.  Ensure that actions taken can meet the standards of audit. Research, analyze, interpret, and apply federal, non-federal, institutional and award specific policies, procedures, and guidelines; assess risk to OHSU and PIs and resolve issues appropriately with minimal oversight; collaborate with various departments to resolve award related issues; determine acceptable allowances on all transactions;  apply knowledge of generally accepted accounting principles and interpretation of GASB and FASB standards to prepare journal entries and financial analysis; assist in the preparation of the annual SPH budget including examining budget estimates and proposals for completeness, accuracy and conformance with established procedures, regulations, and organizational objectives. Review financial reports from OPAM and approve for submission to sponsor; monitor and reconcile foundation accounts and PI start-up accounts.
  • Award & Contracts Management: 
    • Work with interrelated accounts within an accounting system to reconcile accounts. Analyze accounting transactions and prepare monthly PI dashboards and reports. Maintain accounting controls at the School level to ensure accurate and timely processing of transactions.  Review and approve interim and final invoices and reports within the contract terms, prepare invoices as needed, resolve payment of project invoice discrepancies, monitor overdrafts and resolve, close out accounts at project end including carry over request and no-cost extensions. Prepare VA agreements and MOUs, reconcile faculty purchasing cards and process reimbursements, disbursements, and vendor invoices. Work with contracting to prepare and execute professional services contracts, and complete a variety of ad hoc reports for School and PI use. Requires in-depth understanding of 2 CFR 200 (OMB circulars A-21, A110, and A133) and other federal and non-federal sponsor guidelines.
  • Customer Service:
    • Provides daily outstanding customer service to PIs and research staff via email, by phone and in person to deliver high quality post award expertise to support the mission of the SPH.

Required Qualifications

  • Bachelor’s degree AND Five years of grants/contracts administration experience or five years of post award financial analysis experience, OR 
  • Seven years of grants/contracts administration experience or seven years of post award financial analysis experience, OR 
  • Certification from the Society of Research Administrators (CRA) AND five years of grant and contracts administration experience.
  • Strong knowledge of Federal and state grant requirements and regulations. 
  • Prior Academic Health Center or relevant financial specific experience performing analysis related to operational and sponsored projects.
  • Intermediate spreadsheet skills, including complex functions, formulas, and formatting. Experience with relational databases.
  • Must possess mathematical skills and financial experience required for preparation of financial reports and understanding of expenditures.
  • Must demonstrate ability to use sophisticated conceptual, numerical, and analytical skills to solve complex and unique financial problems.
  • Strong communication, both verbal and written, interpersonal skills including the ability to consult with internal and external customers regarding matters/issues which may be sensitive in nature.
  • Must have exceptional customer service skills both on the phone and in person and have experience serving diverse populations.
  • Demonstrated success working independently and as a member of a collaborative team.
  • Self-directed on responsibilities associated with the position and ability to work with little supervision on delegated projects.
  • Demonstrated success in prioritizing, organizing, and handling multiple tasks and deadlines with little supervision.

Preferred Qualifications

  • Two years of OHSU accounting/financial analysis experience.
  • Knowledge of OHSU’s Office of Proposal and Award Management’s (OPAM) policy and procedures.
  • Experience with OHSU systems including Cognos, Oracle, Rubix and Matrix.
  • Experience managing high volume of sponsored projects and related labor distributions.
