Department Overview

The Public Safety Operations Lieutenant is a sworn commissioned police position who directs and manages personnel assigned to the Department of Public Safety and promotes management goals and philosophy.  This is a working supervisor who, when staffing levels dictate, may share in performing any and all sergeant functions.  The Operations Lieutenant assures that all shift duties are completed in accordance with Public Safety goals and philosophies by providing direction and instruction to Operations sergeants and their staff. The Operations Lieutenant organizes and supervises the department’s activities to include developing staffing plans to meet daily requirements, monitors overtime, and reviews incidents to recommend necessary policy or practices changes.

Function/Duties of Position

This position is a liaison to the OHSU community attending emergency and safety meetings to be responsive to public safety issues. The Operations Lieutenant will maintain membership in relevant professional associations dedicated to advancement of public safety and keep abreast of current best practices.

 

The Operations Lieutenant is a  forward thinking, problem solver, and part of the management team with input to all aspects of department operations. This position conducts and/or monitors internal investigations, issues disciplinary action and effectively recommends disciplinary action to the Director towards personnel consistent with policies and procedures. The Operations Lieutenant assists with Use of Force reviews to analyze for policy violations and potential training issues. He/she may be assigned to assist with labor negotiations or serve as a representative for DPS during labor management issues.

 

This position works with near complete independence almost all the time.  He/she directly supervises an entire shift or multiple shifts of sergeants, police officers, and community service officers and may serve as the senior administrative officer when directed by the Chief of Police.  The Operations Lieutenant serves as the on-scene coordinator, unless relieved by municipal authorities, during any emergency event.  The Operations Lieutenant must show initiative in handling and dealing with emerging safety and security problems and will be subject to recall or telephone calls at any time to assist in any DPS incident or emergency that may be critical to the full time operation of the hospital, or in relief of other OHSU security and police staff.

Required Qualifications

  • Must have High School Diploma or equivalent.
  • Must have at least 3 years of middle management experience in law enforcement and/or medical center security and/or university public safety and/or closely related experience.

  • Must be able to exercise independent judgment and make quick sound decisions while supervising a group of police officers and Community Service Officers and other Staff.

  • Must have sound understanding of Oregon Revised Statues and Federal Law.

  • Must be able learn and follow and instruct staff in OHSU Administrative and Departmental Policies, Procedures and Guidelines.

  • Must have the ability to prioritize multiple tasks within specific time constraints.
  • Must be able to recognize critical security, safety and maintenance items and have the initiative to respond to them immediately.
  • Must have the ability to quickly and accurately report problems.
  • Must have adequate skills in interpersonal relations for dealing professionally and civilly with all customers, including staff, students and visitors
  • Must be able to relay information in concise and accurate manner, have attention to detail, work in high stress
  • Situations, while remaining calm.
  • Ability to give and follow direction.
  • Intermediate skills in MS Office (Word, Excel, Outlook).
  • Must have DPSST Basic Police officer certification or equivalent, or be able to obtain certification within twelve (12) months of hire.
  • Must be able to obtain DPSST Middle Management Certification with five (5) years of hire date.
  • Must have successfully completed Field Training Officer training or equivalent
  • Current CPR and First Aid certification or the ability to obtain within six (6) months of hire.
  • Must be free of Criminal History and be able to pass a Criminal Justice background check. 

  • Must possess a Valid Drivers License and the ability to meet OHSU Driving Policy requirements

Preferred Qualifications

  • Bachelors degree in criminal justice or equivalent.
  • Three to five years of leadership experience in law enforcement/public safety. Work experience at a medical center and/or university.
