The Purchasing & Program Sr. Manager will be responsible for implementing the strategies, technologies, procedures, and measurements that create best value for, and support all, of the OHSU Procurement and Purchasing functions (including contract compliance, driving standardization, hosted catalog management, and exception management, for example). Additionally, this position leads the Purchasing team covering all strategies, technologies, procedures, measures/metrics, and performance.
The Purchasing & Program Sr. Manager is also responsible for managing the Program Management team and for leading nonaligned programs to business leadership as well as developing and implementing supply program management strategies for aligned Clinical and Non-Clinical products, software, distribution, capital and services utilized throughout OHSU.
This person is expected to operationalize people, processes and technology to ensure that Purchasing, Program Management and supplier relationship efforts deliver savings to OHSU.
Directs functions of the Purchasing and Program Team. Develops and manages workflow processes and internal reporting structure to improve efficiency and increase productivity. Provides internal staff with the vision of operational goals and oversees the implementation steps to ensure goals are reached and building a cohesive team that includes enculturation of the Supply Chain Vision, Mission, Values and Value Proposition.
Develop operational, financial, safety and service quality metrics for the Purchasing and Program department. Needs to ensure there is an active Safety program and that any safety-related issues are actively addressed to minimize opportunity for reoccurrence.
Develop and maintain departmental/ functional procedures and processes and create relevant training materials and end user support tools/program.
Manage departmental performance and quality control and perform continuous monitoring to ensure customer service level remains optimal. Sets and embodies clear Customer Service expectations for all of the operational areas and addresses issues actively by deploying an effective service feedback loop.
Work closely with the GPO to implement multi-site contracts for cost savings opportunities and to streamline the procurement workflow. Ensures a continuous line of communication among the different agencies.
Ensure all procurement transactions are conducted within the stated policies and actively manages situations where this is not occurring by utilizing process improvement and change management disciplines. Confirms that all approvals are obtained as required. Validates that all transactions are documented properly and that the procurement records are audit ready.
Sets direction for and leads change for both aligned and nonaligned programs. Develops implements and monitors an annual comprehensive operational plan that progressively enhances the strategies, organizational alignment, talent, processes and technology of Program Management. Communicates clear system-wide goals and manage exceptions with the organization.
Collaborates with leadership for aligned programs to define, implement, and manage annual Program Management savings plan to drive savings. Identifies and prioritizes opportunities via price benchmarking, utilization management of products and services of managed categories with stakeholders.
Defines Program Management portfolio responsibilities, priorities and goals for Program Management team ensuring objectives are consistent with company, division and department goals. Provides strategic and tactical guidance for all Program Management activities based on best practices within OHSU, within the healthcare industry and beyond the healthcare industry
Understands the needs and requirements of internal clients and works to ensure that these needs are met within the parameters of the Program Management process and in line with corporate objectives. Develops communications and analyses for inclusion in executive level presentations. Maintains and develops relationships with key stakeholders. Effectively communicates throughout the organization strategies and activities related to how programs are to be managed.

This is a remote, work from home, position. The hours are 8-5, Monday through Friday. Local travel to OHSU's locations throughout the Portland area will be a part of this position. Occasional travel to conferences may be required.
Office environment: sitting and working on a computer for long periods. Extensive walking may be required for meetings with stakeholders throughout OHSU, including hospital, academic, research and administrative office environments as well as the occasional need to participate in tours of OHSU campus with vendors. Ability to speak to groups. Some lifting of boxes or large binders may be involved.
