The Department of Ophthalmology is recruiting for a Vice Chair of Administration (Department Administrator). Under the supervision of the Chair and Director of Casey Eye Institute, this position supports the missions, goals and objectives of the OHSU School of Medicine and Health System which includes clinical care, research, education, outreach and philanthropy. Core duties include strategic planning, project management, business development, budget and financial management, facilities and resource management, faculty recruitment and retention, and marketing. Serves as advisor to the Director, Chair, and Associate Director of Research of Casey Eye Institute. Recommends, develops, implements and oversees operational and administrative processes.

The Vice Chair of Administration will have direct responsibility for the operations and management of clinical, surgical, education, research, outreach philanthropic activities at the Casey Eye Institute.  Staff reporting to this position includes  Clinical Operations Directors, Quality Assurance and Compliance, Revenue Cycle, Facilities Manager, and Executive Assistant.  This position also collaborates with the CEI OR Director and Outreach Coordinator.

 

Position provides administrative support to the Chair, Director and Associate Director of Research in the areas of:

• Departmental Planning: Participates in strategic, short-range and long-range planning for educational, patient care, research, and public relations programs; prepares and coordinates related scheduled and ad hoc reports. Analyzes and makes recommendations regarding the feasibility of new programs.
• Inter-Professional Relationships: Maintains relationship with VAMC, Devers Eye Institute, Kaiser (and other payer groups), ancillary programs, hospitals and related organizations; maintains communication with hospital administration and other OHSU departments. Coordinates programmatic efforts between agencies related to teaching, research, and clinical functions.
• Patient Care: Faculty practice and hospital billing. Administers support systems and personnel for teaching, patient care, and research programs; assesses faculty administrative support requirements.  Oversees operating budget performance, patient relations, marketing/business development activities, and assures appropriate utilization of department and hospital resources and equipment.
• Contract Development: Managed care, community physician affiliations, community hospital affiliations, off-site malpractice, satellite activities.
• Facilities: Manages facilities, resources, and space allocation; monitors and implements safety and environmental procedures; coordinate space planning, remodeling and expansion/construction projects (e.g. departmental presence at the Biomedical Research Building, CHH, and satellite locations in Astoria, Hood River, The Dalles, Bend, Longview, WA and Vancouver, WA,).
• Finance: In partnership with Central Financial Services, oversees the fiscal performance of the department including internal OHSU arrangements, clinical faculty practice, ophthalmology perioperative service, sponsored research, managed care contracts, other contracts, and other programs including outreach and philanthropy representing an overall annual revenue budget of approximately $81 million.
• Personnel: In partnership with OHSU Human Resources, oversees department staffing, disciplinary actions, employee relations, and organizational development (approximately 550 total FTE).
• Purchasing: Oversees resource allocation for acquisition of department operational needs including capital equipment.
• University Participation: Implement internal policies and procedures for teaching, patient services, and research; actively serve and participate in hospital, department and School of Medicine meetings, groups and committees.
• Development: Member of the Casey Advisory Committee for Development.
• Oversee performance of Department Directors/Managers as outlined in Compliance Roles and Responsibilities in OHSU Hospitals and Clinics.
• Oversee Quality Assurance and Performance Improvement Initiatives.
• Perform requirements for Department Directors/Managers as outlined in Compliance Roles and Responsibilities in OHSU Hospitals and Clinics.
• Maintain expertise in applicable rules and regulations, policies, etc. that affect the department.
• Identify departmental functions requiring compliance procedures.
• Identify high risk areas of concern.
• Designate departmental compliance representative, and if appropriate, develop departmental compliance plan and departmental compliance committee. Secure approval for the plan from Hospital Administrator and H&C Compliance Officer.
• Establish departmental policies and procedures to assure compliance with laws, rules and regulations, and policies.
• Monitor department for compliance and recommend/participate in internal audits.
• Consider compliance implications and seek advice and consultation from H&C Compliance Officer, as needed.
• Communicate issues, concerns, and compliance activities to Hospital Administrator and H&C Compliance Officer.
• Incorporate compliance within position descriptions and performance appraisals for staff members.
• Model ethical and appropriate behavior, professional standards, compliance, and personal integrity.
• Create atmosphere where staff members are committed to compliance and problems are identified and resolved at the lowest possible level.
• Ensure that no staff member is retaliated against in any way for reporting a compliance issue.
• Respond to complaints and reported potential problems. Resolve concerns and put procedures in place to prevent recurrence.
• Ensure that staff members are properly educated regarding compliance program (Code of Conduct, hotline, personal responsibilities, departmental compliance plan, etc). Determine content and conduct department specific compliance training for departmental staff members.
• Notify H&C Compliance Officer if complaint or concern is received from contractor, client or other outside OHSU.
• Adheres to all Casey Eye Institute Service Excellence standards and expectations and attends all related mandatory training programs.

Minimum BA degree in business, healthcare administration or related field.  At least 5 years experience in healthcare management to include expertise in business development, clinical operations, contracting and finance is required. 

 

Experience in key level management position in a healthcare environment.

 

Strong working knowledge of budget development, physician billing practices and contract development is required.  Proven leadership skills are imperative.  Excellent written and verbal communication and analytical skills are essential.  Ability to design, develop and implement new programs and plan strategically is required.  Must be innovative and creative, and demonstrate ability to influence faculty and administration on key decisions and programs.  Ability to work well with management and staff at all levels of the organization is imperative.

Management experience in Ophthalmology, academic medicine or group practice strongly preferred.
