Department Overview

The mission of Cascade Life Alliance (CLA) is to save, enhance, and heal lives through organ donation and

transplantation. CLA is the federally designated Organ Procurement Organization (OPO) serving Oregon,

southern Washington and SW Idaho. CLAs Donation Service Area (DSA) covers 111,000 square miles and 84

donor hospitals.

 

The Manager, IT Operations 2, is responsible for managing CLAs Information Technology (IT) team to ensure

performance that promotes excellent customer service, overall service excellence philosophy and the

successful implementation and growth of IT and analytics at the OPO. This person serves as the central

resource and leader for the OPOs IT Operations, the provision of data, the management of data warehouse

systems, information and IT tools for all of CLAs operations. A large part of this role is the responsibility of

assuring the continuous functionality and operation of the OPOs Electronic Medical Record (EMR). They also

evaluate and advise on new development, upgrades, interfaces, enhancements, maintenance activities and

other IT functions.

 

The position includes the authority to formulate and carry out management decisions, and/or represent

organizational interests by taking or effectively recommending discretionary actions that control or

implement employer policy.

 

This position reports directly to the Executive Director of the OPO, and has discretion in the performance of

these management responsibilities beyond the routine discharge of duties.

Function/Duties of Position

Staff Management and Team Leadership.

  • Organize, monitor and lead the OPO’s Business Intelligence team to assure necessary IT solutions and support 
  • Be aware of industry best practices and ensure CLA stays up to date and compliant with local, state, and federal regulations.
  • Lead and complete evaluation of processes, user requirements, and system functionality to assess complex solutions 
  • Manages employees by communicating job expectations, appraising job results, coaching and motivating employees. 
  • Define team goals with Senior Leadership, lead staff to achieving desired results, and be accountable for team performance. 
  • Conducts regular staff meetings to communicate the goals and objectives of team projects, as well as OPO current activities. 
  • Establish and require compliance with standards for work intake, processing, change management, and documentation. 
  • Lead staff in efforts to expand skills, improve IT processes, develop and implement new systems and expand data warehousing and related IT capabilities to further the OPOs IT strategy. 
  • As a member of the OPO Leadership team assist in defining and implementing organizational goals and strategic plans.
  • Ensure all processes are well documented and remain up to date.
  • Participate in the planning and review of annual operating budgets for staff salaries and associated expenses to ensure budget targets are met.

Initiative Leadership and Project Management

  • Identify and outline project proposals with Senior Leadership to address new stakeholder needs and maintain BI systems.
  • This includes creating capital funding proposals outlining labor, software and associated expenses as well as potential ROI.
  • Implement approved capital and operating Business Intelligence project by developing detailed project plans with dependencies and critical path tasks using the BIAA SDLC model, Smartsheet, Jira, MS Teams, Trello, and other project management tools.
  • Identify project and task completion milestones and report to sponsors and steering committees when they are not met or are at risk.
  • Provide progress reports, schedule and prepare relevant meeting materials to conduct progress meetings.
  • Manage projects such as data warehouse development, data mart development, third party software selection and implementation/integration. 
  • Mentor team members in project management.
  • Plan and monitor project expenses and budgets to ensure delivery within approved budget.

Stakeholder Management

  • Act as central point of contact and recognized expert representing BI at CLA. 
  • Work through established committees and key business partners to help prioritize work and disseminate information about BI projects, capabilities, and limitations. 
  • Lead delivery of reporting and analytical solutions that meet stakeholder needs and facilitate data-driven insight into business performance, issues and initiatives. 
  • Educate management and staff on opportunities to leverage technology to improve CLA’s financial, clinical, and operational performance.

Required Qualifications

  • Bachelor degree in Engineering, Computer Science or related field is required. Additional experience may be substituted for degree, to be determined by department.
  • 3 years’ experience analyzing data and relaying data analysis findings AND
  • 2 years’ experience in the IT industry AND
  • 2 years’ experience collaborating with non-technical stakeholders, customers, or other clients on IT and/or BI initiatives AND
  • 2 years’ experience building business intelligence dashboards and reports via Power Bi, Tableau or similar AND
  • 2 years or more experience managing IT and/or BI related projects AND
  • 2 -year experience managing and delegating via a complex ticketing system.

Job Related Knowledge, Skills and Abilities (Competencies):

  • Must have excellent communication, analytical, and organizational skills: both written and verbal.
  • Ability to use tact and diplomacy to maintain effective working relationships.
  • Knowledge of software development life-cycle and production environment procedures.
  • Effective leadership of highly-skilled, technical personnel in overseeing the development and implementation of BI solutions. 
  • Ability to develop and drive enhancements to processes and procedures.
  • Experience in process improvement and change management tools and techniques.
  • Ability to plan multiple long term deployment projects while also maintaining day-to-day priorities.

Preferred Qualifications

  • Advanced experience in Business Intelligence, and or Information Systems/System Management Experience with preparing for, or participating in, regulatory accreditation surveys/audits
  • 2 years at an Organ Procurement Organization
  • 2 years’ experience in Healthcare IT
  • 2 years’ Power Bi experience
  • 2 years’ experience acting as main point of contact for emergency system outages.
  • 2 years’ experience identifying and onboarding innovative industry technology.
  • 2 years’ experience serving as primary liaison with vital technology and software vendors.
  • Knowledge of ETL processes and industry-standard tools and methods. 
  • BI tool expertise (Cognos Analytics, Tableau, Power BI or similar). 
  • Adept at creating and delivering effective presentations to a diverse audience. 
  • Managing multiple relationships and stakeholders throughout a major organizational transformation.

Additional Details

  • Require the ability to work a minimum of 40 hrs/wk in a hybrid on-site/telework configuration
  • Include travel for industry conferences, committee meetings, remote offices, and workshops
  • Include critical/emergency system(s) troubleshooting outside of regular office hours
  • Collaborate with like organizations nationwide across multiple time zones and maintain strategic relationships
