Department Overview

This position is responsible for providing the primary functional direction and overall monitoring of the OHSU

Management system reporting processes. This role leads continuous improvement of the effectiveness and efficiency of the OMS reporting processes. The program technician is responsible for managing projects that ensure conformity to management review requirements within ISO 9001 and NIAHO Quality Management standards as required for continued hospital accreditation.

 

This position plans, directs, coordinates, and delivers program activities working closely with stakeholders (within Quality Management and Regulatory Affairs, especially Co-Chairs of the OMS Oversight Committee(s) and OMS Management Governance Council).

 

The program technician must effectively understand team dynamics, contribute to the team’s ability to align, remain agile and make improvements in a changing health care environment. This role’s success is dependent on the ability to form relationships and thrive within a team environment while being accountable for individual performance.

 

The program technician leads problem-solving and decision-making activities within the scope of the maintaining and maturing OMS reporting processes. They will design and guide the change management process, taking reasonable and prudent actions to accomplish agreed upon intended outcomes.

Function/Duties of Position

Program Coordination

  • Provides comprehensive program coordination and monitoring support as it relates to conforming with ISO 9001 and NIAHO Quality Management requirements.
  • Completes tactics to ensure that the management review process and internal audits produce evidence of conformity to ISO 9001 and NIAHO Quality Management requirements during hospital accreditation surveys.:
    • Manages agendas, meeting internal schedules, invites, meeting preparation and minutes: proactively coordinate process steps so that suppliers provide inputs needed for committees to evaluate and make decisions that are delivered to customers. 
    • Anticipates and mitigates process disruptions
    • Develops and maintains standard work o Monitors processes 
  • Identifies gaps in OMS reporting processes and/or unnecessary complexity in processes, collaborates with key stakeholders and content experts in defining the problem, analysis, assessment and developing recommendations. Consideration is given to risk and prioritization.
    • Develops and maintains project plans and documentation, manages project scope, timeline, and resources in accordance with established project management methodology and best practices. Communicates status of projects. 
    • Implements tests of change, monitors progress, evaluates effectiveness and makes adjustments that result in incremental improvement.
  • Develops and implements methods to ensure that evidence of conformity to management review with ISO 9001, NIAHO Quality Management requirement is reliably available and retained.

Program Monitoring

  • Stays abreast of changes in NIAHO or ISO 9001 standard requirements overall, serves as internal expert of and resource for the Quality Management chapter
  • Evaluates standard changes and prepares comprehensive reports and recommendations for key stakeholders (VP of Quality, Safety & Improvement, Chief Medical officer, Chief Nurse Executive)
  • Identifies gaps in the evidence of management review of conformity to ISO 9001 and NIAHO Quality Management standards and makes recommendations to senior leaders on gap closure
  • Advises leadership, stakeholders, and staff on gaps, risk assessment and non- conformities, and provides recommendations for mitigation, correction, control, and improvement

Teamwork, Facilitation, and Change Management

  • Promotes and facilitates teamwork and maintains high level of satisfaction within project team members throughout project lifecycle (planning, execution, and monitoring/control).
  • Utilizes change management and facilitation strategies to ensure team buy-in and shared-accountabilities.
  • Communicates project information to project stakeholders, management, and executive leadership.
  • Remains calm and productive during times of ambiguity.

Miscellaneous/Other Duties as Assigned

Required Qualifications

  • Five years of experience with responsibility for program or project monitoring and coordination. The experience must have included program evaluation responsibility. 

  • A bachelor’s degree in Business Administration, Management, Public Administration, or a field directly related to the position will substitute for two years of the required experience.

Job Related Knowledge, Skills and Abilities (Competencies):

  • Project Management experience
  • Excellent interpersonal, written and oral communication skills, including the ability to speak in large groups.
  • Ability to work independently and prioritize work in order to meet short-term and long-term deadlines. · Proficiency in Microsoft Office Suite including Vision.

Preferred Qualifications

  • Previous work in a health care setting.
  • Previous work developing competencies with and conformity to ISO standards, in any setting.
  • Lean Certification
  • Project Management (PMP) certification
  • Knowledge of ISO 9001 Standards
  • Proficiency with Project Management software/tools

Additional Details

Work normal business hours (M-F 0800-1700) with variability depending on project needs.
