OHSU Casey Eye Institute's Outreach Program is recruiting for a 1.0 FTE Program Coordinator.

 

The Program Coordinator is a highly organized and motivated professional with strong administrative, interpersonal and critical thinking skills. This position will coordinate operational support to the Oregon Elks Vision Health Network, which provides community-based pediatric vision health services and education in both school-based health clinic and mobile health delivery models. Under the direction of Medical Director of the CEI Outreach Program, this position will support Vision 2020 administrative activities, and support a pilot vision health program for underserved children in Oregon, expanding existing preschool and community outreach programs to school-aged children, addressing a significant gap in follow-up care for vision issues identified during screenings. The coordinator analyze budgetary data, verifies figures, and develops budget proposals; recommends allocation of budgetary funds. The Program Coordinator will work with the Program Director for CEI Outreach to ensure timely execution and management of workflow and deliverables. Function/Duties of Position

School Based Clinical & Community-Based Service Outreach Program Coordination

  • Provide coordination of school-based and community-based mobile clinical outreach and public health engagement programs at community sites across Oregon. 
  • Provide oversight to staff and/or volunteers at community-based vision screening clinics and events at locations across the state. 
  • Work with internal and external contacts to enhance existing relationships and promote the program and vision health. 
  • Assist in the management and maintenance of mobile health unit and school-based health clinic integration including medical supplies and equipment. 
  • Plan and coordinate outreach activities in full partnership with Program Directors, school-based partner agencies including event scheduling, providing planning details, conducting site visits, and facilitate aspects of pre and post service activities.
  • Manage pre and post pediatric outreach administrative activities including forms, screening records and prescriptions, including distribution of forms and files. 
  • Prepare screening, educational or training packets as directed. 
  • Purchase office, administrative, medical and clinical equipment and supplies.
  • Foster positive and professional relationships and acts as a liaison with internal and external program, project, evaluation, informatics and care teams to ensure effective working relationships, accurate data collection and effectiveness of program goals.  
  • Reconcile P-Cards
  • Process payment and track optical lab invoices. 
  • Assist in managing general email and voice message systems.
  • Develop manual of procedures content appropriate to role regarding program activities.
  • Promote program through development and dissemination of media, images, communications with communities, via CEI administration, and via OHSU Foundation.
  • Develop resources, programs, and oversight of spectacle provision 
  • Develop and organize database/map of relevant community resources for current, projected, and potential areas (e.g. providers, insurance accepted, current access status, etc.).
  • Organize and support clinical and public health education activities related to program.
  • Act as a liaison with School Based Health Care Centers and clinical or social service partners.

Children’s Vision Health Navigator Training & Care Resources

  • Works collaboratively with outreach program faculty and staff to facilitate and deliver the Children’s Vision Health Navigator Training curriculum through training individuals about eye anatomy, disease, and treatment options as well as how to access pediatric vision screening tests, vision exams, facilitate vision health risk assessments and navigating follow-up care. 
  • Provide oversight to support vision health-screening skill development, including management of training performance evaluation and recertification of CHWs, community and school health advocates, and community care teams, as required.
  • Monitors and evaluates the services and community-based resources necessary to respond to the vision health care needs of those served by the program.
  • Act as liaison for those trained to help identity vision care resources in the community.
  • Develop helpful information to facilitate relevant health literacy and support access to eye care.

Mobile Health Unit (MHU) Driving Responsibilities 

  • Responsible for the safe operation of the CEI MHUs throughout Oregon.
  • Ability to set-up, operate load and unload RV equipment (leveling jacks, generator, HVAC, shore power, etc.)
  • Follows all Federal, State, and Local laws in regards to motor vehicle operation and safety. 
  • Ensure equipment is securely stored to reduce damage to equipment and vehicle.
  • Adheres to all departmental, parking, and safety policies and procedures in the operation of motor vehicles. 
  • Commonly transported materials including: people, office and medical supplies/equipment, event materials, and other items. 
  • Responsible for maintaining timeliness of route and adjusting as needed to traffic or weather conditions. 
  • Responsible for maintaining integrity of materials throughout the transportation chain. 
  • Completes daily vehicle inspections and documents as necessary. 
  • Reports and discrepancies to appropriate coordinator or management team member. 
  • Responsible for assisting in maintaining cleanliness of the interior and exterior of vehicles operated. 
  • May be asked to install snow chains during inclement weather events.
  • Provide general trouble shooting assistance for the vehicle/lift.
  • Ensuring electrical panel and batteries are correctly powered up and down at the start/end of events. 
  • Manage fueling and fuel card.
  • Act as back up for adult mobile clinic manager to ensure cross coverage.

Volunteer & Staff Coordination

  • Recruit, onboard, train, retain, and recognize skilled and altruistic volunteers, including Casey staff faculty, residents, fellows and staff, community physicians, community members, medical students and other health care professionals.
  • Update staff and volunteer database, including non-physician recruitment schedule, and external website.
  • Manage program profile in Volgistics related to volunteer service records, schedules and reporting features.
  • Ensure compliance with human resources policies, state labor regulations and classified bargaining units (ONA and AFSCME).
  • Assist in the coordination of the outreach program’s Annual Volunteer Appreciation event.

Reporting Support

  • Assist with the coordination reporting activities as directed by program directors and faculty.
  • Support data organization and evaluation of program activities for both program quality improvement and impact analysis.
  • Assist in annual impact reports, program evaluation and data mgmt. as directed.

Other duties as assigned by program and medical directors. 

Required Qualifications

  • Bachelor's Degree (4 years). 

  • 1-2 years’ experience in community engagement

  • 1-2 years experience engaging and working with diverse populations (students/employees/ community members at large), and developing community partnerships.

  • Experience in an academic health care setting with both represented and unclassified staff and volunteers

  • Proficient in Microsoft Office, including ability to produce PowerPoint presentations, Excel spreadsheets, and Word mail merges.  Ability to run customize database queries and learn OHSU Oracle system. Working knowledge of medical terminology. 

  • Strong relationship building skills with patients, health plans, providers, staff, and management. 

  • Exceptional customer service skills, both in person and on the phone. 

  • Must have strong interpersonal skills, able to resolve conflicts and  problem solve between parties. 

  • Patient advocacy skills, evaluate patient concerns for timely resolution. 

  • Sensitivity to patient needs. 

  • Demonstrated evidence of strong written and verbal communication skills. 

  • Ability to meet deadlines and urgent patient and system needs. 

  • Ability to work independently, willingness to serve as a positive and professional role model.

  • Proven PR skills and the ability to think creatively are essential. 

  • Must supervise volunteers, work with diverse personality types including volunteers, medical professionals, students,  traditionally underserved  populations, patients, and staff in community-based non-profits. 

  • The ability to work in a changing environment, multi-task and prioritize multiple projects is essential. 

  • Must focus on continual process improvement and be a proven team player.

     

Preferred Qualifications

  • Bilingual, and ophthalmic tech experience 
  • Experience in mobile health or community-based clinical outreach, including school-based health clinics.

  • Experience driving mobile clinic or other large specialty vehicles, and/or CDL

Additional Details

Work schedule is a 40 hours flex time, typicaly work week will be Tue-Saturday, with travel weekly and overnight travel (up to 15%), with frequent pre-scheulded weekend work required, with shifts up to 8-12 hours during communiyt-based outreach events.
