The Construction Project Executive (CPE) is responsible for assisting a Senior Construction Project Executive (SPE) or Director, with the leadership and management of a major capital project.

 

The CPE will work to ensure that the project meet the Guiding Principles set by OHSU Executive Leadership and the Senior Project Executive. The CPE will work with the SPE and the Project Team, to deliver a project that provides the best value possible for OHSU and achieves operational excellence.

 

In addition to a major capital project, the CPE may be required to support other projects which are complex, high-cost, and high-risk with a great degree of diversity.

 

The CPE will provide leadership and support within the Design and Construction department as needed.

 

The CPE is the fourth level in a series of project management roles, which include the Associate Project Man-ager, Construction Project Manager, Senior Construction Project Manager, Construction Project Executive, and Senior Construction Project Executive. The CPE will report directly to an SPE, a Program Manager, or a Director. This role is assigned to the Inpatient Addition Project (IPA) to assist the IPA Senior Project Executive in delivering this $650M project.

Project Leadership

• Assist or define project objectives and metrics to be tracked for all projects assigned to the Project Team.
• Measure performance criteria and coach Project Team.
• Create a positive work environment for the project team and build high morale and teamwork.
• Manage Project Team staff, including assignment of work, development and review of responsibilities and goals, internal employee reviews, and disciplinary actions as necessary. Ensure standards are set and adhered to.
• Mentor Project Team staff, developing professional development goals and training opportunities to promote honing skills for maximum efficiency in OHSU construction projects.

Contract Administration

• Monitor design and construction and inform project stakeholders on progress. Monitor and track project for quality, schedule and budget.
• Identify variances and discuss solutions with Administration and Executive Team, Facilities, Internal Service Partners, and Project Stakeholders.
• Manage unanticipated events that delay construction and take actions to keep project on time and within budget.
• Evaluate the need for and coordinate project change orders and contract amendments; recommend changes to project schedules and budget.
• Interpret meaning and intent of contract and construction requirements.
• Verify that vendors understand the contract terms and conditions and project programming.
• Meet periodically with design consultants, general contractors and customer representatives to review project progress or identify and solve problems. Review and approve progress payments to contractors.
• Collaborate with internal stakeholders on space planning, purchase of equipment and materials, finish of interiors and final approval for occupancy, etc.
• Coordinate agreements for development of project as applicable.
• Work with contracting staff, legal counsel and stakeholders to make certain the contract documents fulfill the project needs.
• Evaluate plans and specifications for completeness, accuracy and conformance with project goals and objectives.
• Negotiate professional service contracts and fees.
• Evaluate energy requirements and plan designs that improve energy expenditure.
• Evaluate contractor proposed plans for project specifications, construction methods, compatibility with site and other facilities, or value over life of the facility. Effectively recommend the award of contracts.

Construction Project Management

• Ensures the successful completion of all projects assigned through effective management of people, time, and other resources.
• Is knowledgeable regarding the qualifications and experience of key project delivery team members’ firms and personnel (A/E, Contractors, Equipment Planners, intra-departmental groups, ITG, O&M, etc.)
• Provide comprehensive consultation to Mission Area management during all phases of a design & construction project from functional and space programming, design, estimating, feasibility studies, environmental impacts, city/state approvals, equipment and furniture planning, to construction and turnover of completed projects to the medical facility staff.

Continuous Process Improvement

• Identify, promote, and sustain process improvement initiatives throughout all levels of the Design and Construction department.
• Support an environment and mechanism to stimulate healthy competition, share ideas, and promote opportunities to learn new techniques and methods that will improve the department's products and services.
• Mentor Senior Project Managers, Project Managers and Associate Project managers.

Administrative

• Collaborate with other Project Team Managers, Business Manager, Contracts Administrator, and Director of Design & Construction to review, revise and develop Project Management policies, procedures, methodologies and tools as necessary.
• Assist with Design and Construction processes including developing RFP’s, Contracts, and selection criteria for umbrella and other major projects.
• Collaborate with local trade unions and affiliated groups to maintain relationships, facilitate union participation on OHSU projects and support diversity and training for trade workers.
• Collaborate on project(s) status reports to the executive leadership team as necessary.
• Other responsibilities as assigned.

• Bachelor’s degree in Construction Management, Professional Degree in Architecture (BARCH), Engineering, or similar degree in a field related to the Design and Construction Industry.
• Ten (10) years experience in the Design and Construction Industry.
• Eight (8) years experience as an Owners Representative.
• New Facility (ground-up) design and construction experience.

• Working knowledge of principles, processes and methods of construction project management, including budget and estimate generation, schedule management (including “fast track” design package phasing), budget forecast and cashflow projections.
• Thorough knowledge of preparing contract documents required, with documentable experience working with multi-disciplinary project teams.
• Knowledge and understanding of design and construction LEAN tools and principles.
• Understanding of ground-up building construction, building systems and functionality, and healthcare design.
• Structure and content of the English language, rules of composition, report writing and grammar.
• Experience with contract management and negotiation.

• Advanced degree in Construction Management, Architecture, Engineering, or similar.
• Fifteen (15)+ years experience in the Design and Construction Industry.
• Ten (10)+ years experience as an Owner’s Representative.
• Experience in the design and construction of Academic Medical Research Centers.
• Strategic Planning experience and understanding of research, education, and/or hospital operations.
• Experience collaborating, communicating and working with AHJs (i.e. OHA, City of Portland, etc.).

Knowledge, skills, and Abilities

• Experience using e-Builder, MS Project, MS Office software, Bluebeam, AutoCAD, etc.
• Experience with HIPAA, NFPA, FGI, OARs, the Joint Commission or DNV, NIH, and related statutes, rules, regulations and guidelines.
• LEAN operations methods and tools.

Licenses and Certifications

• Professional architectural, engineering, or construction management license, registration or certification.
• Professional Project Management Certification.
• LEED Certification.
