Department Overview

The purpose of this position is to provide strong strategy, leadership and management direction for clinical operations of laboratory services including but not limited to Core Lab, Special Immunology & Coagulation (SIC) Lab, Molecular Lab, Micro Lab, Community Hematology/Oncology (CHO) Labs and the Center for Health & Healing (CHH-2) Lab to support the mission and objectives of OHSU as well as laboratory service lines across OHSU Health. The Senior Operations Manager has direct operational management over the Core Lab and SIC Lab and indirect oversight of the Molecular Lab, Micro Lab, CHO and CHH Labs.

 

The incumbent establishes effective relationships at multiple organizational levels and promotes interdepartmental and intercampus collaboration and cooperation taking into account the complexites integrating the clinical, academic and research missions.

 

The Senior Operations Manager works under the direction of the Sr. Director of Lab Services and with appropriate medical, hospital, other department directors across the enterprise to manage the physical and human resource assets, financial, regulatory, compliance, quality, patient safety, and program development needs of the department, in accordance with departmental, hospital, and corporate policies. The Senior Operations Manager is responsible to maintain all laboratory operations at high standards consistent with all quality policies and to meet all accreditation requirements at OHSU Healthcare and across the health system as needed

Function/Duties of Position

1. OPERATIONS MANAGEMENT:  

  • Manages day-to-day operations of the Core Lab and SIC Lab by interacting with staff and faculty, to assure optimal workflow, customer service, and high-quality laboratory testing. Formulates policies and procedures and training programs to ensure consistent and reliable operations in all situations. Reviews policies and procedures with medical and administrative directors and writes in standard formats for distribution and implementation among staff.  Models excellent written and personal communication skills by listening, maintaining a positive and helpful attitude and ensures staff are trained in these skills. Coordinates with Environmental Services and Facilities, regarding housekeeping and maintenance needs of the laboratory. Serves as a resource for other laboratory and hospital staff.

2. STRATEGIC AND OPERATIONAL LEADERSHIP:  

  • Provides strategic leadership, training, support, and coaching to managerial staff. Exhibits capacity to balance the big picture and strategic perspective with a focus on operations and the details of execution. Is a role model for management and leadership skills in the department and across the enterprise. 
  • Leads and directs laboratory service initiatives across the health system as necessary, including system thinking how parts work together and works cooperatively with others to use appropriate system, strengths, knowledge, and cooperation to improve performance. Is inclusive in decision making and maintains alignment of section responsibilities with the larger organization. Adapts and modifies actions and redirects work of team to meet evolving system needs.
  • Acts as a change management leader throughout change process.  Engages, encourages, and supports employees, and charts clear direction. Encourages innovation and is realistic, direct, and honest about challenges.
  • Leads by influence and persuasion rather than by control; by collaboration and collegiality rather than hierarchy.
  • Facilitates and promotes a climate for adaptations in a rapidly changing environment; identifies opportunities to minimize resistance to the change process.

3. FINANCIAL RESOURCE & ASSET MANAGEMENT:  

  • Provides strategic direction in the development and monitoring of departmental budgets. Submits budget within expected format, timelines and financial expectations. Continually assesses opportunities for increased productivity and cost savings across OHSU Health. Directs the development of departmental capital budget. Submits budgets within expected format, procedures and timelines.  Manages current and future space needs according to operational requirements.  Utilizes hospital space plan for requesting additional space.

4. HUMAN RESOURCES MANAGEMENT: 

  • Manages human resources according to hospital policies and procedures.
    Selects employees who demonstrate understanding of organizational culture and job-specific duties and provides continuous feedback, encouragement, and coaching and addresses employee performace problems.
  • 100% compliance with meeting hospital/regulatory requirements regarding mandatory education.
  • 100% of employees receive competency based performance appraisals annually.
  • 100% of employees have a current position description including performance standards, development plan, essential job functions and competencies.
  • Manages human resources according to labor laws and collective bargaining contracts with no instances of untimely response for filed grievances, and no instances of repetitive violation of contract articles or labor laws.
  • Works with staff to recognize team and individual accomplishments, ensure open communication, teamwork, and high level customer service.

5. ASSET MANAGEMENT:  

  • Assists in the development of section’s capital budgets. Projects needs, budgets, and submits proposals within expected format, procedures and time lines. Manages equipment repair and maintenance according to hospital policies and procedures. Works with technical staff to ensure optimal quality and functionality of equipment at all times. Manages current and future space needs according to operational requirements. Meets all equipment and space-related accreditation requirements at all times.

6. QUALITY AND REGULATORY MANAGEMENT:  

  • Develops Quality Assessment and Improvement programs for all services according to hospital Quality Management policy and regulatory requirements.
    Participates in and reviews clinical bench marking initiatives.
    Complies with DNV, CAP, FDA, CMS, and other appropriate regulatory agency standards.
    Submits data and responds to deficiencies in a timely manner.
    Develops and maintains compliance programs for all levels of staff according to regulations. 

7. OTHER DUTIES

  • Attends and participates in Monthly Management meetings, task forces, functional groups, and hospital-wide committees/activities as needed or requested by administration.
  • Performs requirements for Department Directors/Managers as outlined in
  • Compliance Roles and Responsibilities in OHSU Hospitals and Clinics. 

Required Qualifications

  • Bachelor’s degree or higher in Medical Technology, chemical, physical, biological science, business management or related field.

  • Four years hospital laboratory management experience

    and

  • Four years of work experience as MT/MLS/MLT or equivalent. 

  • Comprehensive knowledge and ability to apply the principles and practices of business, financial, and human resources management.

  • Strong customer service skills and effective verbal and written communication skills

  • Knowledge of laboratory compliance and regulatory issues, including billing and coding; and the ability to implement procedures and policies to ensure compliance.

  • Extensive knowledge of quality control, quality assurance, and OHSU OPEx system.

  • Knowledge and/or experience with a Laboratory Information System 

  • MLS(ASCP), MT(ASCP), MLT(ASCP) or equivalent

  • Ability to perform the job duties with or without accommodation.

Preferred Qualifications

  • Master’s or advanced degree in technical, business or related field  
  • Five years of experience in management of all or significant part of laboratory services department. 

  • Management experience in a fast paced, multi-disciplinary academic medical center laboratory.

  • Comprehensive understanding of the roles and responsibilities of all professions represented within the lab sections

  • Skill in using laboratory information and management programs and personal computer applications.
