Department Overview

The Assistant Director, Oncology Data Management & Accreditations, reports to the Director of Clinical Business Development & Planning. This position provides strategic and operational leadership for the OHSU Knight Cancer Registry, operations, and oncology accreditation programs across the OHSU Knight Cancer Institute and its partner sites. 

Function/Duties of Position

This role is accountable for ensuring Oregon Health & Science University (OHSU) Knight Cancer Institute and contracted facilities (Adventist Health Portland, Bay Area Hospital, and Columbia Memorial Hospital, Adventist Columbia Gorge, and Hillsboro Medical Center) maintain oncology accreditations. Primary Oversight includes, but is not limited to, the American College of Surgeons Commission on Cancer (ACoS/CoC); ensures that OHSU maintains accreditation by the American College of Surgeons National Accreditation for Rectal Cancer (NAPRC) and identifies and advances new accreditation opportunities aligned with organizational strategy and business need. 

 

In close partnership with faculty and Cancer Business Unit executive leadership, this role leverages cancer registry expertise and analysis to support strategic planning, operational decision making, research initiatives, and quality improvement. Responsibilities include guiding complex data requests, statistical analyses and performance reporting to inform program growth and excellence. This role actively participates in enterprise workgroups and committees, leads new accreditation efforts and serves as subject matter expert on oncology registry data and reporting.

 

The position has direct oversite of the Cancer Data Management Manager and the Cancer Data Analyst and is responsible for ensuring tumor registry operations meet or exceed all state, federal on Cancer Requirements.

 

 

Accreditation Oversight

 

Acts as a liaison to medical staff participating in the Cancer Program at OHSU, Adventist Hospital, Bay Area Hospital, Columbia Memorial Hospital, and Hillsboro Medical Center; provides direction and leadership to the organizations by coordinating activities to maintain Commission on Cancer (CoC) accreditation and National Accreditation Program for Rectal Cancer (NAPRC) accreditation (for OHSU) and maintain compliance with their standards. Monitors on an ongoing basis, compliance level with standards, recommends and oversees implementation of activities and documentation to eliminate non-compliance.

 

Participates in the planning of cancer committee meetings for OHSU, Adventist Health Portland, Bay Areas Hospital, Columbia Memorial Hospital, and Hillsboro Medical Center. Attends and participates in cancer committees and prep meetings. Provides physicians, administrative and ancillary support with guidelines on complete and timely documentation and Commission on Cancer (CoC) standards and National Accreditation Program for Rectal Cancer (NAPRC) compliance. Prepares or coordinates agenda and PowerPoint presentations for Cancer Committee quarterly meetings, attends as required member for the committee (CTR) and ensures minutes are documented.

 

  • Helps to achieve patient outcomes standards by contributing to cancer program goals, patient care improvement measures, accountability measures, assessment of evaluation and treatment planning, studies of quality and quality improvements.
  • Collaborate effectively across all Cancer Programs to develop and/or enhance programs and service delivery in a coordinated way to best serve patients and the community
  • Commission on Cancer (CoC) Survey PRQ completion, point of contact for surveyor, prepare agenda for survey, take lead for chart reviews and attend CoC Survey. National Accreditation Program for Rectal Cancer (NAPRC) Survey PRQ completion, point of contact surveyor, prepare agenda for survey, take lead for chart reviews and attends NAPRC Survey. 

 

Strategic Planning and Data Analytics

 

  • Actively participates in strategic planning processes and strategic initiatives by collecting, analyzing, summarizing, producing and presenting data on OHSU and partner site tumor registry information (tumor information, locations) and Oregon State registry. 
  • Assess market and determine areas of opportunity/threat within the program
  • Using OHSU and partner site cancer tumor registry data against cancer incidence reporting, assesses referral patterns and types/locations of treatment, and provides recommendations on market share opportunities.

 

  • Working with Cancer Collaborative partners (e.g. Legacy Health, Columbia Memorial Hospital, and Adventist Health Portland) on marrying cancer tumor registry data to analyze and put forward recommendations to address leakage opportunities. 
  • Utilize the cancer registry and other databases to determine trends and provide analysis of specific cancer data including, but not limited to, cancer types, disparities, geographic location, and program outcomes.
  • Prepares reports of cancer case migration. Interpret migration data results and assist leadership to define and develop meaningful metrics to guide business decisions.
  • Propose and create innovative and appropriate data solutions (dashboards, reports, business intelligence tools, etc.) for the measurement of processes and outcomes.
  • Assist in evaluation of Cancer Programs and other evidence-based health initiatives by carrying data analysis planning, implementation, and collaboration.
  • Manage and complete requests from physicians for statistical analysis and clinical quality outcomes data used for quality improvement, enhancement of clinical pathways, research/abstracts and manuscript publications.

Cancer Data Management

 

  • Establishes and maintains the efficient operation of the Cancer Data Management Department (Cancer Registry); the Cancer Data Management Department registers, abstracts, and follows patients with a diagnosis of malignancy for Oregon Health & Science University, Adventist Health Portland, Adventist Health Columbia Gorge, Bay Area Hospital, Columbia Memorial Hospital, and Hillsboro Medical Center. Coordinates the retrieval and analysis of registry data and disseminates in accordance with professional ethics and regulatory standards to the Oregon State Cancer Registry (OSCaR) and National Cancer Data Base (NCDB).
  • Serves as a subject matter expert on cancer data management and tumor registry requirements for smaller health systems across the state.  Will engage with other health systems in determining current quality of their program and outline opportunities for improvement including OHSU managing their tumor registry service.  In such cases, will oversee the development of the contract and will negotiate the cost of providing such services.
  • Prepares and maintains policies and procedures related to the Cancer Programs including Commission on Cancer for OHSU, Adventist Hospital, Adventist Health Columbia Gorge, Bay Area Hospital, and Columbia Memorial Hospital, and for the National Accreditation Program for Rectal Cancer for OHSU.
  • Attends training and educational meetings/conferences to uphold knowledge of changes and updates related to Commission on Cancer Program (CoC) Standards, National Accreditation Program for Rectal Cancer (NAPRC) Standards, and Cancer Registry functions. Actively participates in monthly department staff meetings, to include active participation in setting department goals and supporting department functions to meet set goals.
  • Assists with establishing the Oregon State Cancer Registry (OSCaR) at OHSU Knight Cancer Institute. Compiles budget, assists with staffing plans and hiring and training of staff. Establishes Policies and Procedures. 

Personnel Management

 

  • Responsible for oversight for hiring, onboarding and training candidates who are committed to furthering the mission of the OHSU Knight Cancer Institute cancer data management program.
  • Provide oversight and leadership in developing training curriculum and in training new employees utilizing available resources within the institution and program.
  • Provide oversight for retraining of new and current staff as appropriate.
  • Assess for, oversee, and support individualized professional development opportunities as appropriate and available for staff members
  • Oversight of creating and adhering to the guidelines and work instructions for the registry team and team meetings.

Financial Management

 

  • Ensures cancer data manager is appropriately managing the unit's budget including accounting for reimbursement payments from partner sites for tumor registry services.
  • Provides contract oversight for contracted hospitals (Adventist Health Portland, Adventist Health Columbia Gorge, Columbia Memorial Hospital, Bay Area Hospital, and Hillsboro Hospital)
  • Prepares financial reports for review by VP, Oncology Services.
  • Manages the cancer data management team budget and related yearly expenditures.
  • Participates in departmental budget meetings.

Required Qualifications

  • Master's degree
  • Bachelor's degree plus two additional years of experience may serve in place of Master's degree
  • Minimum of 8 years professional experience, in the health care industry.
  • Minimum 5 years directly overseeing/leading CoC accreditation activities and cancer registry/oncology data management teams.
  • Demonstrates ability to form relationships with physicians, administrators, and other allied health professionals; and to use tact and diplomacy to maintain effective working relationships.
  • Ability to lead and manage complex, multi-institutional projects to completion.
  • Ability to prioritize multiple tasks at one time.
  • Excellent communication, documentation, organization, and planning skills; both written and verbal.
  • Ability to work independently and as part of a team while being collaborative.
  • Knowledge of current cancer registry management practice and operations; tumor nomenclature and strong medical background in cancer disease process.
  • Ability to handle large volumes of highly detailed work with accuracy.
  • Knowledge of all regulatory compliance standards and requirements, including National Program of Central Cancer Registries (NPCR), the Oregon State Cancer Registry (OSCaR), American College of Surgeons (ACoS) Commission on Cancer (CoC) and ACoS National Accreditation Program of Rectal Cancer (NAPRC) rules, regulations, and standards.
  • Knowledge of staffing plans and budget preparation.
  • Knowledge of computerized database analysis, data processing, and database applications, including Oncolog.
  • Knowledge of health care outcomes and quality improvement analysis.
  • Knowledge and expertise in data analytics including data management and data analysis. 
  • Current credential of CTR (Certified Tumor Registrar) or CTR-Eligible.
