Department Overview

The Research Development Administration (RDA) Business Services Group (BSG) provides operational support to numerous RDA departments, including Technology Transfer (TT), Office of Proposal and Award Management (OPAM), OHSU Research Integrity Office (ORIO), Clinical Research Services Office (CRSO), and Collaborations and Entrepreneurship (CE). Operational support includes all finances, all RDA electronic systems, Human Resources (HR) transactions and activities, and all general operations. The BSG has oversight and direction for all RDA research systems including OGA, lnfoEd, elRB, elACUC, elRB, eCol, OnCore, RCR/CITI, lnteum, Tech Portal Storefront, and RDA Cognos packages and reporting.

Function/Duties of Position

OHSU has a number of contracting units that handle a variety of incoming and outgoing contracts helping to fulfill OHSU’s varied missions. This position works independently and is required to make independent decisions and determinations to contracting office leadership regarding complex contracts. The incumbent works closely with the various contracting units at OHSU to review complex and multi-faceted contracts and identify the correct contracting unit to process the contract. This position also works with external contracting entities to ensure accurate data and information is available to make authoritative decisions on contract execution.

 

This position develops and maintains a unified workflow map for all contracting office routing and tracks and analyzes data to guide policy and/or process improvement decision-making. The data is used to make authoritative decisions as to which office will be assigned a contract when similar contracts are triaged. This work has the overarching goal of continually seeking opportunities to improve the overall flow between the various contracting units at OHSU. In addition, this position will look to the future to develop and continually improve an AI tool to benefit triage for OHSU.

  • Review, triage, and collect data on complex contracting issues from internal and external stakeholders for incoming and outgoing contracts and determine the correct contracting office to process the contract. Perform high level analysis of complex contracts, consulting with contracting offices as needed, and make appropriate triage decisions based on this analysis. Communicate with external contracting entities to collect data and information and facilitate smooth execution of contracts.
  • Coordinate with the OHSU contracting units and OHSU Legal Office as necessary, utilizing workflow map for contract routing and identify areas for improvement. Work independently and make decisions and recommendations to contracting office directors regarding complicated process and workflow improvements crossing multiple missions and offices.
  • Communicate with internal stakeholders as to the status of requests, contracts and process improvement efforts as necessary. Coordinate continuous improvements to existing processes and policies. 
  • Develop and update contracting triage policies and procedures, coordinate and facilitate relevant multi-contract unit meetings.
  • Develop education and socialization strategies for OHSU stakeholders, including development of materials and documentation and attendance at meetings, forums, trainings and events to ensure stakeholders are familiar with contracting triage resources. Ensure all relevant contracting and department personnel are familiar with contracting triage processes and procedures.  Coordinate and manage issues affecting multiple contract offices, including holding regular meetings to discuss inter-office policy and procedure issues. Coordinate contracting triage internal website.
  • Handle special projects and assignments on an as-needed basis, including contract analysis and execution for specific offices, review and analysis of (for example) data use agreements, business associate agreements, and core services agreements.
  • Other duties and responsibilities as assigned.

Required Qualifications

  • Five years of experience with responsibility for program or project monitoring and coordination.  The experience must have included program evaluation responsibility.
  • A bachelor’s degree in Business Administration, Management, Public Administration, or a field directly related to the position will substitute for two years of the required experience.
  • Excellent analytical and communication skills, including the ability to present written or oral materials in a concise and professional manner, are required.

  • Independent judgment and initiative are required.

  • Ability to communicate effectively with department clients at all levels, including research investigators, administrators, managers and clerical staff. 

  • Ability to perform in a fast-paced environment with competing priorities. 

  • Demonstrated analytical skills with the ability to understand and synthesize complex agreements.  
  • Ability to work in a changing environment, possess strong analytic/assessment skills, possess excellent organizational skills and be able to prioritize multiple responsibilities and deadlines with minimal supervision.

  • Ability to exercise diplomacy and ability to handle highly confidential matters in a discreet manner.

Preferred Qualifications

  • Five years of experience in a combination of contract negotiations in a university or healthcare setting and/or project or program management, monitoring and evaluation.
  • At least one year of experience with research and/or vendor contract negotiations in a university or healthcare setting.
  • Project Management Certificate.

Fully remote position within the United States. If employee chooses to utilize campus flex space, it’s a typical office environment; regular work hours to be coordinated with manager. Possible travel to national meetings.

 

Work schedule falls within the normal daytime range of 7:30am – 5:00pm pacific time.
