Department Overview

Public Safety consists of more than 40 dedicated professionals responsible for ensuring the safety of our campus 24 hours a day, seven days a week. Public Safety is committed to serving our community with integrity, empathy and respect. As state certified police officers and community service officers, together with our dispatchers and administrative support, we work to maintain a safe and secure environment for all.

Function/Duties of Position

The Lieutenant of Administration is responsible for all administrative aspects of the support services of the Department of Public Safety/Police Department, ensuring efficient operations of the functions. The Lieutenant of Administration is the strategic and senior administrative leader for Public Safety’s support operations and is responsible for ensuring that all activity is in support of OHSU’s strategic goals, including those related to both the safety and security of the institution and access to services.

  • Serve as the liaison for the University when communicating with outside law enforcement agencies regarding administrative matters.
  • The Lieutenant is a commissioned position and exercises oversight of all Public Safety personnel under their command and may function as the senior operations leader, if required.
  • Oversee special programs, including personnel matters, such as recruitment and selection, labor issues and DPS/OHSU background checks.
  • In cooperation with other administrators, the Lieutenant will assist in developing policies and procedures at the department level, University level, as well as for infractions of civil laws and university policies.
  • Maintain membership in relevant professional associations dedicated to advancement of safety and security.
  • Responsible for attending key university meetings, participates in Emergency management meetings and drills, participates in Information Security committees, and serves as a liaison for the Department. 
  • Ensure the safety and security of the OHSU community, including staff, students, patients, visitors, and other affiliates.
  • Ensure access to OHSU for staff, students, patients, visitors, and other affiliates.
  • Ensure compliance with relevant statutory and regulatory requirements (e.g., DPSST, The Joint Commission, Clery Act, FERPA, Title IX, HIPAA, CJIS, etc.).
  • Act as University executive through participation in university-level committees overseeing policy, information security and privacy, safety, threat assessment, etc.
  • Other duties as assigned.

Required Qualifications

  • High school diploma or GED.
  • Extensive (5+ years) of administrative and/or supervisory experience in law enforcement and/or medical center security and/or university public safety and/or related fields.
  • Eligible to be certified as a police officer in Oregon.

Preferred Qualifications

  • Advanced degree in public safety leadership.
  • Three to five years of leadership experience in law enforcement/public safety at a university medical center.
  • Clery Act compliance.
  • Joint Commission compliance.
  • High-security containment lab security.
  • Oregon police officer certification.
