This position provides leadership and oversight for the Office of Advanced Practice and programs within the

OHSU Practice Plan (OPP) and Dean’s Office. The position will work in collaboration with departments

across the School of Medicine and OHSU Health. The role is responsible for advancing strategic, operational,

and workforce initiatives that support approximately 700 Advanced Practice Providers across the School of

Medicine and clinical enterprise and various Clinical Associates across our community partnerships. The

position leads cross-functional work that spans clinical operations, academic departments, and professional

practice, including the implementation and ongoing application of the Advanced Practice United (APU)

Collaborative Bargaining Agreement. The role regularly addresses complex operational and workforce issues,

including those with limited precedent, and ensures alignment with institutional policies, regulatory

requirements, and strategic priorities.

 

The position exercises a high level of independent judgment in planning, prioritizing, and executing initiatives

that impact workforce strategy, operational performance, and resource utilization. Responsibilities include

development and oversight of programs, financial and operational analysis, and coordination of organizational

change efforts to support growth and integration of Advanced Practice Providers. The role works

collaboratively with institutional leaders, departments, and administrative partners to ensure consistent

implementation of policies, effective use of resources, and alignment with goals related to access, quality, and

service excellence across a highly matrixed environment.

Strategic and Operational Leadership

• Provide enterprise-level leadership for the Office of Advanced Practice (OAP), OHSU Practice Plan (OPP), and Dean’s Office initiatives.
• Lead the implementation and ongoing management of highly complex, cross-functional initiatives, frequently addressing novel issues particularly related to APP workforce models, scope, and utilization.
• Shape, prioritize, and oversee cross-functional operational strategies and resource plans that span hospital operations, academic departments, and professional practice. This work impacts approximately 700 represented and non-represented Advanced Practice Providers (APPs) across OHSU Health and the School of Medicine.
  • Serve as a key strategic advisor to senior leadership on APP workforce strategy, operational design, and organizational alignment.
  • Act as the institutional subject matter expert for the Advanced Practice United (APU) Collaborative Bargaining Agreement (CBA), including interpretation, application, and resolution of complex or ambiguous issues.
  • Identify and mitigate enterprise operational risks, implementation barriers, and emerging workforce challenges; develop and execute solutions aligned with institutional goals.
  • Exercise independent judgment and decision-making authority in resolving operational challenges related to the Office of Advanced Practice, interpreting policy, and advancing institutional priorities.
• Lead and influence enterprise-wide alignment across departments, clinical leadership, and external partners, often without direct authority, to drive execution of strategic priorities.

Program Development, Organizational Design and Change Management

• Lead the design and development of enterprise-scale programs, operating models, and organizational structures for the Office of Advanced Practice.
• Drive organizational growth, workforce expansion, and operational redesign, including developing scalable models to support long-term institutional needs.
• Lead change management efforts associated with new APP workforce models, operational integration across the hospital and School of Medicine, and evolving regulatory or labor environments.
• Establish standardized processes, governance structures, and administrative frameworks to support consistency, compliance, and efficiency at scale.
• Address novel and ambiguous operational challenges, developing innovative solutions in areas with evolving policy, workforce expectations, or limited precedent.
• Partner with Chairs, Department Administrators, and clinical leadership to align APP workforce deployment with clinical, academic, and access priorities.
• Influence improvements in patient access, care delivery models, and operational performance across departments and partner organizations. 
• Ensure APP-related activities support institutional goals for quality, service excellence, research, and education.

Financial Planning, Budgeting and Productivity Oversight

• Collaborate with OPP, OAP, Dean’s Office leadership and operational partners to support short- and long-term financial planning associated with strategic initiatives and operational priorities.
• Develop business plans, feasibility analyses, and operational recommendations to support organizational growth and program development.
• Collect, analyze, and report complex financial data for programmatic decision-making.
• Collaborate with Office of Community Engagement and Support teams to support professional services agreements, contracting and renewal efforts.
• Assist with development and implementation of ideas to optimize billing, collections, and compliance with professional fee billing and Professional Services Agreement (PSA) contracts.
• Interpret wRVU productivity reports and support Advanced Practice Providers and clinicians at partner sites in meeting performance benchmarks.
• Analyze financial, operational, and workforce data to support institutional decision-making and operational strategy. 

Other Duties as Assigned

• Bachelors degree in relevant discipline.
• Minimum seven (7) years of progressively responsible leadership experience in operations, administration, program management, healthcare administration, academic medicine, or a similarly complex organizational environment.

• Ability to develop operational strategies, administrative frameworks, and scalable organizational processes. 
• Excellent communication skills, including the ability to explain complex operational, contractual, policy, and organizational matters to diverse audiences.
• Demonstrated ability to navigate ambiguity, competing priorities, and organizational complexity effectively.
• Ability to identify operational risks, evaluate options, and recommend practical and strategic solutions. · Demonstrated leadership in collaborative problem-solving, organizational coordination, and operational implementation.
• Ability to maintain professionalism, discretion, and sound judgment in handling sensitive and confidential matters. 

• Master’s degree preferred.
• Process improvement training and experience.

• Schedule: A minimum of 40 hours per week, Monday – Friday during normal business hours (~08:00-17:00); occasional evenings and weekends as needed.
• Remote work is possible, with ability to work on-site as needed. Manager will determine specific work arrangements.
