Department Overview

The function of the Health Information Specialist 2 (Image Library Technician) position within Diagnostic

Imaging Services is to perform digitization, conversion and distribution of radiographic patient images and

reports at OHSU, as well as from/to other facilities, while providing quality customer service for both internal

and external customers. This position participates in a wide variety of tasks, resulting in accurate and efficient

utilization of electronic image and data storage within a PACS (Picture Archiving and Communication

System), EHR and a RIS (Radiology Information System) environment. The employee in this position

performs digitization, scanning, filing, retrieval, copy, printing, reporting and distribution of radiology exams

or reports, as well as provides basic quality assurance and troubleshooting for PACS users and patients. This

employee is also responsible for releasing patient information while adhering to HIPAA guidelines. The

employee will perform safety checks to ensure patient information is released appropriately. They will also

provide first-tier troubleshooting of any issues related to the importing and exporting of images and related

reports. The employee in this position promotes OHSU’s mission statement by delivering high quality, cost

effective, family-oriented service in a collaborative teamwork environment.

 

Relief employees must be available to work at least four (4) days per pay period as determined according to the department needs

Function/Duties of Position

  • Film and CD digitization and export - Determines appropriateness of importing both internal and external data/images into PACS per departmental policies. Coordinates timely retrieval and delivery of internal and external images. Serves as point of contact for Iron Mountain storage facility. Ensures foreign films are tracked into the RIS and returned to their source. Operates film digitizer/scanner, CD burning stations, and film printer. Investigates/troubleshoots digitizing, display and printing issues and escalates to supervisor/manager if needed. Coordinates the release of legal image requests related to subpoenas and workers comp claims. 

  • Customer Service - Serves as the first point of contact for all internal and external customers at the Image Library counter, and via telephone, fax and e- mail, using established policies and procedures. Provides excellent customer service in all circumstances. Answers inquiries and processes requests timely and accurately.

  • Data processing - Receives and sends patient images via secure links to other locations and outside facility networks as per department policies and procedures. Fixes studies to maintain database consistency and proper patient identification. Reconciles patient identification. Tracks and organizes films within the Image Library, distributes and picks up films or discs to/from reading rooms and hospital locations. Coordinates with researchers to remove PHI from research exams and provide appropriate naming of anonymized data.

  • Office Tasks – Coordinates and participates in the documentation of various files, databases, logs and records using Word, Excel, or Access, to ensure accuracy and completeness of information, as well as prioritization of phone, e-mail and in-person requests for timely processing and delivery. Handles mail-ins and mail-outs.

  • Minor troubleshooting – Independently investigates and resolves issues such as missing films/images, incomplete or incorrect information, or failed operations related to digitization, image transfers, CD burnings, de- identification or film printing. Promptly refers unsolved problems to supervisor or manager.

Required Qualifications

  • High school or GED required. 
  • Two years of general medical records processing and document imaging experience; OR
  • An associate’s degree or certificate in Health Information Management, office occupations or office technology and one year of general medical records processing and document imaging experience; OR
  • An equivalent combination of training and experience. 

Job Related Knowledge, Skills and Abilities (Competencies):

  • Knowledge of medical terminology. 
  • Demonstrated ability to comprehend technical instructions, gather data and communicate at a professional level.
  • Proficiency with Windows 7, MS Office (especially Word, Outlook, and Excel) software.
  • Excellent customer service skills, multi-line phone experience, multi-tasking, interpersonal communication, and organizational skills. 

Preferred Qualifications

  • Associate degree in Computer Science or Health Information Management
  • Film Library experience with PACS, RIS and Epic EHR.
  • Basic network troubleshooting skills.

Additional Details

Must be able to sit, stand, walk, push/pull, carry items of varying sizes, climb stairs, lift up to thirty (30) pounds without undue strain, and other similar normal physical activities which may be inherent in the position described.
