Department Overview

As the state's only academic health and research institution, Oregon Health & Science University (OHSU) integrates world-class patient care, leading-edge research, education of health care professionals, and community service to improve the health and well-being of all Oregonians. The Finance and Treasury department is responsible for the overall management, reporting, analysis, and interpretation of the institution's financial positions. It includes the following divisions: Administration, Financial Management, Budget and Finance, and Treasury.

 

This Financial Analyst is part of a Finance Hub that provides guidance and support to departments across Central Administration. This role prepares and analyzes financial reports at multiple organizational levels, including actuals, budgets, and forecasts. The position leads financial review processes and presents insights to department leadership. Key responsibilities include developing and researching variance analyses, providing clear explanations of financial performance on monthly and annual bases, and delivering actionable recommendations to support operating budgets and capital investments. This role closely partners with budget managers and stakeholders across the institution to support informed decision-making. Due to the sensitive nature of finance, this position requires the ability to manage confidential information and communicate appropriately with authorized stakeholders.

Function/Duties of Position

Perform monthly, annual, & ad hoc financial analysis of Operating Accounts

  • Monitors, reviews, and investigates expenditures variance against budget and acts as a liaison for departments to ensure budgets are on target.
  • Assists departments with support and detailed analysis of operating budgets; coordinating work with other analysts and departmental leaders to certify consistency and accuracy in budget data.
  • Provides support for data extraction, analysis and interpretation of information including but not limited to employee compensation and utilization, capital spend, and other highly sensitive and confidential information for OHSU that will be used to make strategic decisions.

Financial analysis using data queries

  • Develops online reporting tools, using a variety of applications and databases. Responsible for accuracy of recurring data extracts between applications and overall data integrity.
  • Initiates corrective action within established policies and procedures to resolve problems with financial records and transactions.
  • Extracts information from databases for analysis, reporting, and conversion between various software applications.
  • Cultivates strong working relationships with operations managers to provide guidance, investigate financial concerns and develop budget proposals for new initiatives.

Support and monitor procurement activities

  • Assists departments with their requisitions, purchase orders and P-card transactions by providing guidance and training.
  • Reviews existing transactions for accuracy and submit corrections to the accounting department.
  • Utilizes institutional software to track requisitions, purchase orders, invoices and project accounting. Advises requisitioners on best practices and assists in closing purchase orders.
  • Submits requisitions for approval and invoices for processing.
  • Assesses invoices to clear holds and ensures timely payments to vendors.

Required Qualifications

  • Bachelor’s degree in Accounting, Finance, or a related field from an accredited college or university.
  • At least two years of experience in financial and budget analysis.
  • Ability to self-motivate, prioritize and coordinate multiple projects simultaneously to achieve successful results without constant supervision.

  • Skills to communicate with tact and diplomacy to maintain effective working relationships with all different levels within the organization.

  • Proficient with computers running Windows and PC applications (e.g. MS Excel, Oracle, Access, Word and PowerPoint).

Preferred Qualifications

  • Masters of Business Administration or Finance.
  • At least four years of recent experience in financial and budget analysis.
  • At least one year of Oracle AIS experience.
  • At least one year of IBM Cognos TM1 experience.
  • At least one year of Smartsheet experience.
  • At least one year of using related accounting or financial software.
  • Coding experience using VBA, SQL, macros, etc.
